Project Manager - Logistics and Procurement

PCSI is looking for a Project Manager to lead an upcoming logistics/procurement contract with SWRMC! The Project Manager leads employees who procure, receive, handle, and inspect supplies and equipment. As the primary leader of the contract, this role maintains positive customer relationships and evaluates all bids and proposals to determine efficient ways to store and move equipment and analyze future needs. The Project Manager is responsible for ensuring work is completed properly, on time, and within budget.

This position is based at Southwest Regional Maintenance Center at Naval Base San Diego.

Benefits Include:

Base pay of up to $160,000 depending upon experience. Annual bonus of up to 8%. 21 days of PTO per year, in addition to all federal holidays. Medical, dental, vision, and other coverage: employer contribution offered to cover employee-only tier. 401k plan with matching on contributions up to 6%.

What You'll Do as Project Manager:

Provide supervision of assigned contract employees, and ensure the work identified in the contract is performed properly, on time, safely and within budget.  Recruit, hire, and train employees to meet contract requirements.  Administer corporate personnel policies in accordance with contract and Employee Handbook.   Support Human Resources in investigations, inquiries and implementation of actions and policy.  Ensure contractual compliance through surveillance, audits and hands-on inspections of work and taking immediate action when work is not completed to standards.  Process employee time sheets, new hire and termination paperwork and all other administrative tasks by established deadlines.   Order and maintain all supplies, equipment and tools and submit invoices of ordered supplies. May be required to evaluate and recommend equipment and tools necessary for job functions.  Ensure adherence to Quality Control and Safety Plans. Promote Management of Safety (MOST) philosophy and practices.  Work with the Director of Operations and Safety and Risk Mitigation on issues and concerns pertaining to the established goals.  Collaborate with Workforce Development to place employees in suitable positions and given appropriate accommodations (as required).  Maintain consistent positive customer relations through written and verbal professional communications and respond to customer inquiries and requests in a timely manner.  Analyze the demand for supplies and forecast future needs.  Manage the inspection, shipping, handling, and packaging of supplies and equipment.  Direct personnel who receive inventory and issue supplies and equipment.  Evaluate bids and proposals submitted by potential suppliers both foreign and domestic.  Study ways to use space and distribute supplies efficiently,  Determine the fastest, most economical way to transport cargo.  Oversee the handling of special items, such as oversize equipment/supplies.  Operate computer systems that provide logistic support information for supplies and accounting functions.

What You'll Need to Be Successful:

Requires and bachelor’s degree or minimum of 10 years of related experience and/or training; or equivalent combination of education and experience.  Requires extensive knowledge of Microsoft Office applications and PC functions, procurement/inventory software, as well as federal laws such as FAR, CFR, SCA, OSHA, ADA, EPA, and JCAHO.  

Knowledge, Skills and Abilities:

Ability to work with little supervision and maintain a high level of performance.  Possess advanced written and oral communication skills.  Possess extensive analytical and problem-solving skills.  Ability to be a self-starter and have strong time management skills.  Ability to work well under pressure, multi-task and handle multiple priorities.   Ability to remain seated for up to 3 hours a day and tour facilities up to 90%.  Ability and willingness to exert disciplinary action as needed as well as delegate authority. 

Other Requirements:

Ability to pass criminal, financial, drug, and driving screening.  Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, and odors.   Ability to respond to after-hour emergency calls as determined by the Contracting Office Representative (COR).  Ability to work any time or day of the week, including weekends and holidays.  Ability to travel up to 25% locally.  Ability to be insured as an authorized driver for the Company.  Possess a valid driver’s license and maintain good driving record.  If required, ability to obtain and maintain security clearance and base access to assigned site(s).
