Who You Are:
The Project Manager (PM) supports the Program Manager in planning and executing projects required in the performance of a United States Army Corps of Engineers (USACE) Recurring Maintenance and Minor Repair (RMMR) task order. The PM reports to the Program Manager and is responsible for duties include bidding, planning, organizing, coordinating, monitoring, and administering the work to successfully complete the requirements of the task order on time, within budget and in accordance with the company’s quality, safety, and regulatory requirements. The PM will support project execution throughout its lifecycle; track and coordinate administrative requirements, schedules, and budgets; utilize computerized maintenance systems; ensure clients’ or stakeholders’ requirements are met; process of invoices; manage and guiding project team members when needed.
What You’ll Do:
Overall responsibility for RMMR activities, goals, and objectives. Leads the project team to complete work on time and within budget. Provides management and oversight of all requirements of assigned task orders to include project management, safety, quality, and billing.Facilitates the flow of information between the client and project team in an efficient and timely manner. Provides early notice to client, customer, and staff of revised schedules and project requirements.Oversees the development of service orders by Project Coordinators. Provides technical oversight of service order scopes of work, ensuring health and safety plans and quality plans are developed and followed. Uses UFGS/UFC/EM-385 guidance to review/approve service orders for accuracy. Collaborates with Task Order Safety Managers to develop work plans for High Risk/Complex service orders. Monitors the computerized maintenance management system (CMMS) for all service orders. Coordinates with Service Order Manager, Project Coordinator, Scheduler, or other management as required in support of service order execution in all phases. Coordinates with maintenance manager to ensure RM schedules are adhered to and that all tasks are performed in accordance with contract requirements.Reviews the three-week look ahead schedule for accuracy and participates in weekly meetings with Program Manager to provide overview of successes and pitfalls for their contract.Works to ensure adequate resources are assigned and scheduled on projects to meet deadlines and budgets. Manages a network of subcontractors in the maintenance and repairs of military fueling systems. Coordinates with subcontractors to establish fees and coordinates with accounting to establish subcontractor agreements.Monitors contract budget, prioritizes service orders based on remaining funds, and requests funding increases from client in accordance with contract requirements. Anticipates budget shortfalls and overages well in advance and adjust schedules and work effort accordingly to achieve man-hour, revenue, profit, and schedule goals. Understands the basics of accrual accounting as it relates to revenue and billing, coordinates with accounting on billing and revenue issues and works closely with Program Manager to establish monthly revenue goals. Maintains working knowledge of the company accounting software/platform. Maintains task order financial records for maintenance events on a regular basis, no less than monthly, to include work completed, work invoiced, and revenue received and claimed.Reviews and approves expense report charges on projects and time sheets, as required.Assists in preparing proposals, presentations, reports and visiting prospective clients. Develops and maintains customer and client relationships; becomes familiar with client’s business and expectations, to encourage and promote future/repeat business.Attends task order Award/Kick-Off meetings and develops schedule for initial site visits for new task order awards. Reviews project schedules prior to beginning work and ensures all project team members are informed on the scope of work, schedule, and client requirements. Conducts weekly/biweekly meetings with Government representatives and/or subcontractors as required by task order, to discuss preparatory actions for scheduled work and identify and resolve any issues or concerns. Informs and updates client on the status of high-priority and high-risk repairs and pending issues. Performs site visits, field quality and safety audits in conjunction with quality and safety managers; analyzes the data from audits, identifies areas of improvement, and implements corrective actions. Attends at least one RM event at each assigned task order location during the contract year.Ensures development of a quality project by regularly reviewing work products for presentation quality, adherence to client scope, and company quality standards.Prepares responses to letters of concern, cure notices, and other contractual issues with the Government.Updates and maintains body of knowledge related to training and job responsibilities.Prepares annual reviews on subordinate staff and contributes to the reviews of the project coordinators that are task order specific. Mentors and develops subordinate staff.What You’ll Bring:
Five years of project management or certification in technical area, engineering, or equivalent field. Experience in the DoD/Civilian fuels industry is preferred.Contract administration or support experience (i.e. quality oversight, financial accountability, technical review) is required; preferred experience is contract administration or support experience related to General Services Administration (GSA).Bachelor’s degree (BS/BA) from a four-year college or university OR five to ten years of post-secondary education/military service AND experience in the DoD/Civilian fuels environment. Proficient in MS Office suite of tools, including Word, Excel, Database, PowerPoint, and Project.Ability to use/learn QuickBase, eMaint, MaintainX, Timberland and/or other software programs that manage information and schedules.Project Management Professional (PMP) certification is preferred.Experience with USACE RMS program is preferred.Must be authorized to work in the US or will be authorized by the successful candidate’s start dateSuccessful results of pre-employment screenings, including federal background check, MVR (Motor Vehicle Record), and drug screenAbilities:
Must possess ability to read and interpret government contract language specified in Performance Work Statements (PWS), on firm-fixed price contracts. Can work independently and is self-motivated; works well towards timelines and goals.Has the ability to use mathematical concepts, including fractions, percentages, ratios, and proportions to practical situations; can conduct problem-solving. Ability to use/understand accrual accounting methods, as it pertains to billing and revenue. Proven ability to communicate, both written and verbally, for internal and external clients.Able to react to dynamic situations and retain effectiveness.Resolves conflicts between team and clients.Employee will have supervisory responsibilities. Candidate must possess effective communication, interpersonal and management skills. This position will require mentoring subordinate staff, developing performance reviews and establishing goals.Physical Demands:
This position requires the individual to use the computer working at a desk in either an office or cubicle; must be able to talk and hear, reach with hands and arms, lift 25 pounds, sit, stand, and walk, must have close and color vision, use depth and peripheral vision, be able to adjust focus.
Work Environment:

The typical noise level is moderate, business office with computers, printers, and light traffic. Occasional field work at construction and client sites may require employee to be exposed to outdoor weather conditions, electrical and fueling facility environments. It is expected that employees will wear hard hats, eye protection, hand protection, foot protection and other appropriate safety equipment as needed in the field.
Travel Requirements:
Occasional attendance at meetings and other on-site events at designated locations requires the ability to provide reliable transportation and maintain a current, valid driver’s license and proof of insurance. Position may require occasional travel to domestic locations. Employee must have the ability to obtain and maintain a Common Access Card (CAC). Access to federal installations or other secure facilities may require security badges and employee must be able to obtain basic security clearances.

Compensation
Expected Salary: $70,000 – $85,000
