Project Manager - NCE

Overview
The Project Manager will be responsible for managing a variety of repair, renewal, renovation and/or upgrade projects to maintain and/or improve spaces at NCE. Activities may include overseeing, managing or recommending the identification, planning, programming, design, and execution of facilities sustainment, restoration, and modernization projects for NGA. This role affords you the opportunity to actively participate on integrated teams and lead multiple tasks, projects, or teams.
Responsibilities
+ The Project Manager shall assist in the management of interior projects for the NGA Campus East site from concept through close-out to include meeting with customers for development of statements of work, coordination of cost estimates (IT, architectural finishes and furnishings, security, construction and sustainment), creation of formal project documents for site approval by the NISB, project execution (coordination of work plans, Technical Exchange Meetings (TEM), project walks, punch list reviews, etc.), delivery of completed projects to customers, and transition of operations and maintenance requirements for sustainment to NCE’s Site Managers.
+ Perform technical reviews of plans, studies and designs, and ensure compliance with prescribed policies and consistency with NGA’s Strategic Facilities Plan.
+ Update project tracking documents for weekly briefing to Senior Leadership and identify project funding requirements.
+ Coordinate, support, and participate in the weekly project meetings with stakeholders.
+ Manage project information within the ARCHIBUS database.
+ Due to the complexity and level of effort required, a typical Project Manager effectively manages 10-15 projects per year.
+ Plan, execute, and close projects that meet or exceed customer objectives.
+ Create clear and attainable project objectives, build project requirements, and manage constraints of cost, time, scope, and quality.
+ Develop the overall project plan and manage project operations.
+ Manage the project stakeholders, project team, project risk, project schedule, project budget, and project conflicts
+ Coordinate resolution of production-related problems
+ Ensures proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery, installation or reconfiguration of NCE spaces.
+ Works closely with vendors, security personnel, assigned staff, directorate space managers, or directorate leads
Qualifications
+ Education / Certifications: One-year related experience may be substituted for one year of education, if degree is required.
+ Bachelor’s Degree or equivalent experience within related field
+ Required Experience:
+ Minimum: 11-14 years of relevant experience
+ Experience working in program or small to medium project management.
+ Experience working on cross- functional teams.
+ Experience with working in a distinct functional or cross-functional business area.
+ Experience may be broad-based crossing multiple markets (i.e., government, industry) and may also include relevant/associated certifications and knowledge of applicable tools, methodologies, or best practices.
+ Desired Experience:
+ Project Management Professional (PMP) certification.
+ Previous experience with the Intelligence Community (IC) and/or Department of Defense (DoD).
+ Experience leading teams.
+ Experience with using ARCHIBUS (or other similar Computerized Maintenance Management System (CMMS) or real property management software).
+ Experience understanding of Independent Government Cost Estimates (IGCE).
+ Skills & Technology Used:
+ In- depth expertise in such fields as: engineering and technology; planning; facilities; business; and management.
+ Comprehensive computer knowledge and understanding of Microsoft Office programs.
+ Additional skills include the following: briefing skills, project management, organizational skills, and communication skills.
