Gannett Fleming's Washington DC team is looking for an experienced Project Manager Transit & Rail responsible for leading and managing a Program Management / Construction Management Team overseeing the design-build of a major bus facility in Washington DC.

 

This position is highly responsible, managerial, technical, and supervisory to support a major bus facility construction program. This position requires an effective team leader who can mentor project team members and foster a working environment where culturally diverse project staff can work together cooperatively to deliver the project on time and on budget. The Sr PM will be the primary point of contact representative for the Owner.

 

The PM will act on behalf of and with authority of the owner to successfully implement this program. The PM is required to be local to the Washington DC Metropolitan Area and located onsite during operational hours.  Specific responsibilities include coordinating the planning, design and environmental process, as well as managing the development of plans, specifications and construction estimate packages. Additionally, this individual will be viewed as a key party to serve as a high-level point of contact between the owner and the design-build contractor.  Successful candidates will be considered a technical expert and have specialization that  resolves problems of varying scope and complexity. while planning and developing projects or design activities which have significant impact on major projects in the region.

 

The Project Manager Transit & Rail will manage the oversight of major transit projects and support facility programs. Apply highly technical skills as a subject matter expert in the coordination of planning, design, construction, value engineering, cost estimating, risk assessment, and/or scheduling. Provide expert opinions, prepare high level reports and deliver presentations. Assist the leadership team in client relations and project management in the region. Successful candidates will need to possess strong team building, management and leadership skills, driving the successful completion of project, while also  communicating effectively to multi-disciplined groups and external stakeholders.

 

Primary duties would include: Serve as a Project Manager Transit & Rail including all aspects of client and design-build team management of bus facility BEB projects. Manage the preparation of plans, specifications, and construction cost estimates. Plan, organize, and supervise project teams to ensure contract performance.

Full managerial responsibility for all aspects of the project including scope development and adherence, contract negotiations, cost control, staff management, quality control and financial management.Actively manage the client’s requirements for budget, schedule and program, project communications and documentation.Manage scopes of service involving substantial risk and complexityCoordinates work efforts and reviews work performed and all project plans.Responsible for managing and delivering quality transportation projects on-time, within budget and to the satisfaction of the client.

Background and Experience: 

A minimum of a bachelor’s degree in engineering, as well as minimum 10 years demonstrated experience  in project management, construction management, business, or related field managing large projects;Relevant bus or rail facility construction experience, preferably BEB facility;Experience with Design-Build contractsExperience with PDB, CMR and other incentive-based contracts is preferred;Proven ability to manage complex budgets and schedules;Knowledge of working in a public sector environment; andAbility to pass a government background check.

Minimum Qualifications  

Minimum of a bachelor’s degree in civil engineering, Electrical or Structural Engineering Professional Engineer Designation (P.E.) preferredAmerican Institute of Architects (AIA) Certification and/or Certified Construction Manager (CCM) would be a plus10+ years’ progressive experience in the planning, design, management and implementation of rail and transit related projects.Strong interpersonal skills with a special focus on working  with diverse and cross-cultural teams.Demonstrated leadership in leading large-scale projects as well as project development ranging from planning, alternatives analysis, environmental process, permitting, final design, construction, safety certification and commissioning facilities.
