Jhpiego seeks a Project Monitoring, Evaluation and Learning Director to provide technical leadership, oversight and strategic direction for monitoring and evaluation (M&E) and strategic information (SI) activities for an upcoming $750+ million USAID-funded project aimed at integrating HIV services into primary health care (PHC). The project aims to contribute to sustaining the gains in the HIV response and enabling pandemic preparedness and resilience in the face of other external threats by integrating current health investments for HIV prevention, care, and treatment into existing country health systems and PHC platforms, in alignment with country priorities. The project will operate over a five-year period.

 

The Project MEL Director will provide technical leadership to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The Project MEL Director will supervise and manage the MEL team to design and implement project MEL activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes and capacity of partners receiving TA is built. The Project MEL Director will also be responsible for designing and conducting learning, evaluation and implementation research activities. The Project MEL Director will liaise with consortium partners and country stakeholders to implement strategic information, and monitoring and evaluation activities.

 

This position is contingent upon award from USAID.  

Responsibilities Provide leadership and direction on MEL to ensure the project achieves its goals and corresponding objectives, intermediate results, and targets Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluationsDevelop and oversee data flow pattern for the project that will ensure timely data collection and reportingLead results reporting to USAID by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriateEnsure high-quality implementation, consistent with national monitoring and evaluation guidelines, protocols, information and reporting systemsLead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriateLead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeepingUse data to contribute towards strategic decision-making and project planning with project leadershipOversee and/or conduct targeted evaluations and implementation research, including design, data collection, management, data analysis and documentation of resultsEnsure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycleCultivate strategic MEL relationships and alliances with other USAID projects and represent MEL activities in public and professional circles through meetings, conferences, and presentationsEnsure relevant data is entered into JADE, Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project dataSupport the project to provide Ministry of Health technical assistance to strengthen the country’s HMIS for the optimal use of routine HMIS dataPromote and support the dissemination of project information among the project teamWork with project and financial staff to prepare and track progress of project and activity budgetsSupervise a team of MEL professionalsCoordinate all MEL capacity-building activities with project staff, implementing partners and facility staffSupport the designated Internal Review Board (IRB) focal point in-country including maintaining current certification from 1) CITI human subjects ethics course and 2) CITI Good Clinical Practices (GCP) courseEnsure protection of participant data and confidentiality during IRB process and implementation of study

 

Required Qualifications Master’s degree in public health, demography, statistics, social sciences or related field or equivalent experienceMinimum 9- 10 years of work experience in monitoring and evaluating, and learning, via large, multi-year international HIV projects (approximately $10 M per year), with at least one year supporting a global health program preferredProven expertise in quantitative and qualitative methodologies, evaluation and implementation research, health management information systems, reporting, data quality assessments, data analysis and presentationDemonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectorMEL experience in HIVFamiliarity with sub-Saharan Africa and/or Asian health management information system (e.g., DHIS2) and other national M&E systemsExperience and understanding of the USAID framework and reporting systemStrong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS AccessExperience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needsExcellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sectorDemonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skillsExpertise in research to practice—identifying and adapting best practices to specific project contextsExcellent skills in facilitation, team building, and coordinationExcellent verbal, written interpersonal and presentation skills in EnglishAbility to coach, mentor and develop technical capacity in regional and national projects and technical staffProficiency in word processing, Microsoft OfficeAbility to travel nationally and internationally 30% Preferred Qualifications
