Job Purpose
The Project Officer will be responsible for the planning, implementation, monitoring, and evaluation of Freetown WASH and Milk Project. This role involves working closely with community members, local authorities, and other stakeholders to ensure the successful delivery of project activities, roll out of innovations and sustainability of project interventions.

Major Responsibilities
Project Planning and Implementation
Develop detailed project plans and timelines and submit to the WASH Manager for reviewCoordinate with procurement and logistics teams to ensure timely delivery of the projectImplement project activities in alignment with project goals and standardsWork with the WASH Manager to pilot the automated water kiosk for water systems in Freetown City Work in collaboration with stakeholders, community members and line ministries to strengthen/ establish community WASH structures (Water management committee, School Health Clubs, community hygiene mobilizers) and build their capacities to effectively manage and maintain WASH facilitiesPartner with School Feeding Programme to coordinate end-to-end process of school milk program.Conduct sanitation and hygiene training sessions using participatory approachesFacilitate community-led initiatives for sustainability of WASH facilities.Coordinate planning, distribution, monitoring and reporting of Milk to targeted schools to complement school meal program.WASH program Quality and Reporting
Ensure that all WASH interventions including civil works meet on exceed the expected ministry standardsCoordinate joint monitoring of project activities including civil worksLead quality assurance processes for all WASH activities implemented under Freetown WASH and Milk project using the available DIQA toolsCoordinate post implementation monitoring of WASH activities, compile report and share with the management for decision makingCoordinate integration of GEDSI in WASH activitiesIn collaboration with WASH manager, adapt or develop training modules for water, sanitation and hygiene activitiesChampion sustainability of WASH activities through formation, training, mentorship and coaching of water management committees.Coordinate monthly, quarterly, semi annual and annual reporting processesCoordinate with all the partners to provide operational and technical support and monitoring of project activities including hygiene promotion, borehole construction, VIP latrine Construction, installation of automated water kiosk and hand washing facilities in schools in strict adherence to MOHS , MWR , WV international WASH guidelines. Ensure milk distributed to schools meets the Ministry of Health standards.Capacity building and system Strengthening Support
Provide technical backstopping to social mobilizers and the implementation teams and establish linkages with other Technical Programme Managers, to ensure effective implementation of the Freetown WASH and milk in an integrated and coordinated manner.Build capacity of the mobilizers on WASH project modelsSupport the Monitoring, Evaluation and Learning initiatives of the Freetown WASH and Milk and embedded learning with the WASH strategic objectives, sub-objectives and targets.Ensure sufficient and timely flow of management and operational information and reports to the various stakeholders in WASH according to established reporting standards and protocols.Networking and collaboration
Establish and maintain relationships with project stakeholders; Ministry of Water Resources, School Feeding Directorate, Schools, Councilors, Freetown City Council and private sectorParticipate in relevant stakeholder engagement meetings organized at neighborhood, district and city levelIn collaboration with the Advocacy Manager advocate for a robust school meal programme using existing platformsRequired Professional Experience
Minimum 3 years’ experience in design, implementation and monitoring of WASH activities especially in urban context Proven experience in working/programming in either relief or development including managing a large-scale water project in urban context with evidence of successful implementation of similar projectsAbility to conduct community and institutional WASH needs assessment, program planning, implementation, monitoring and evaluation of WASH activitiesGood understanding of water supply – improved operational efficiency, smart metering, O&M and water supply sustainable models for rural water management.Expertise in Disaster Risk Management and water safety plans for WASH projects. This includes Water Quality Testing, Monitoring and reporting.Expertise in collaboration and partnership agreement with development partners, governments and community in WASH related interventions.Required Education, training, license, registration, and certification
First Degree in Civil Engineering, Certificate or Diploma in WASH, Public Health or in related field.Must have good knowledge and Skills in relevant sector area. Deep understanding of urban WASH programming approaches, including clear involvement of children, women and people with disabilities in the hygiene promotion and others sector that are related to WASH.Ability to build trust and relationships with internal and external stakeholdersStrong public relations, networking and communication, coordination and advocacy skillsExperience in Urban WASH programmingTravel and/or Work Environment Requirement
Work environment: Office-based with frequent travel to the fieldTravel: 40% Domestic is required.On call: 15%Language Requirements
