Summary About the Position: You will serve as a special advisor to the District providing technical assistance to project managers, program analysts, technical managers, and functional chiefs in the development and maintenance of project schedule and budgetary data in the Project Management Information System suite of programs (PRIMAVERA/P2), ensuring that all projects are identified and entered in the systems. Responsibilities Provide technical expertise and assistance to project managers, program analysts, and others in the development and maintenance of project schedule and budgetary data. Develop and maintain project schedule and budgetary data in the Project Management Information System suite of programs (PRIMAVERA/P2). Ensure all projects are identified and entered in the PRIMAVERA/P2 systems, and its data components are complete and accurate. Review project progress by use of progress reports, baseline comparisons, and other tools to identify performance variations in cost and schedules, and assist project managers in understanding and resolving these variations. Assist in setting up schedules and budgets to allow for the proper interface and data transfer between systems, such as Corps of Engineers Financial Management System (CEFMS). GS-09: Specialized Experience: One year of specialized experience which includes: Analyzing data, documents, and reports to assist with projects and programs execution; Interpreting and adapting guidelines and precedents for specific issues; Utilizing data from automated systems in support of planning, designing, and constructing complex civil works, military, and interagency projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes: Assisting with scheduling and analysis of multiple projects to support project and program managers; Applying knowledge of budgetary and project management processes and procedures, including application of cost, scope, and schedule controls; Evaluating automated systems for planning, designing, and constructing civil works, military, and interagency projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes: Developing and maintaining project schedule and budgetary data in the Project Management Information System suite of programs, such as PRIMAVERA/P2 or similar; Determining sequence, interdependency, and duration of schedule's tasks; Ensuring logic and data is accurately reflected in the assigned automated system; Assist project managers with performance measurement by understanding and resolving variations in cost and scheduled performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You may be eligible for non-competitive promotion to the target position upon meeting time-in-grade restrictions and the following requirements: (1) Incumbent demonstrates ability to perform at target grade level; (2) Higher level work exists at target grade level; (3) Increased responsibilities are assigned; (4) Supervisor recommends promotion; (5) Incumbent completes all required training and conditions of employment, and; (6) Incumbent completes all regulatory requirements for career ladder promotions.
