Palladium is seeking a Family Planning Policy Consultant to support our work on the Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health project. PROPEL Health is a five-year USAID-funded $100 million project awarded to Palladium on September 23, 2022. PROPEL Health aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through: (1) policy development and implementation, (2) adequate, predictable, and sustainable health financing, (3) enhanced government stewardship, transparency, and accountability, and (4) use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices.

 Primary Duties and Responsibilities: 

Madagascar developed their second Costed Implementation Plan (CIP) for family planning 2021-2025 and launched it in mid-2022. PROPEL Health is seeking a Madagascar-based consultant to support the activity CIP Execution: Building Local Capacity to Advance Stewardship to Ensure Implementation, Financing, and Monitoring. The consultant will work with the MOPH to build the capacity of the FP Technical Working Group (TWG) in Madagascar to advance stewardship to ensure implementation, financing, and monitoring of the 2021-2025 CIP for FP. Key activities will include:
· Work with the PROPEL Health team to implement the stewardship capacity development program with the TWG.
· Work with the PROPEL Health team to identify and support a local IT firm to build a locally supported and locally hosted online dashboard.
· Work with the FP Committee to assess their readiness for conducting periodic reviews of the CIP and build their capacity to use performance monitoring tools, dashboards, and use data for decision making.
· Support the FP Committee to ensure resources are available for implementing the CIP. This could include conducting a financial gap analysis, budget advocacy to mobilize additional resources, and disseminating best practices for national, subnational, and private sector resource mobilization.
· Support the review of French translations of CIP tools and training modules needed for this activity.
· Engage with the FP2030 North, West, & Central Africa Hub in Abuja, as feasible, to ensure they are aware of our work and we are sharing lessons learned.
· Performs other related duties and responsibilities as assigned.

 
Required Qualifications:

Professional experience demonstrating required knowledge, skills, and abilities in the policy process, including stewardship, implementation and performance monitoring, resource mobilization, advocacy, and coordination.

Experience in capacity development including conducting assessments, facilitating workshops, and monitoring progress toward capacity development goals.

Relevant knowledge and experience in FP/RH technical areas, such as: strategic planning; links between policies and service delivery; health systems strengthening strategies and approaches; and integration of FP into other program areas, such as MCH, HIV, and primary health care.

Fluency in French required. English proficiency preferred.

Outstanding written and oral communication skills.
