THE ROLE:
+ Property Agent Trainees are the Department's entry level positions in Rights of Way. Property Agent Trainees receive training in real property acquisition and relocation services, property management, leasing, appraisals, title examination, closings, and deed preparation as they relate to the work of the Division of Rights of Way and perform a wide variety of increasingly difficult duties as technical skills are acquired during the course of the development program.
+ Property Agent Trainees become eligible for promotion to the target classification of Property Agent 1 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=6585FS&LinkSpec=RecruitNum2&R1=&R3=) , upon successful completion of the development program. The length of the development program is determined by the experience and training requirements of the designated class of Property Agent 1 and the prior education and experience of the selected candidate. The development program will not exceed (3) three years.
+ Applicants must be available to travel to and attend trainings, conferences, public meetings, field reviews, etc., both within and outside of normal working hours, when necessary.
+ You will be expected to possess and retain a valid Motor Vehicle Operator’s license. Please list your Driver’s license number, expiration date, and issuing State in the "Licenses and Professional Certifications" section of your application. If applicable, please also list any other job-relevant licenses or certifications you hold.
SALARY NOTE:
1st Year of Training
Bachelor's Degree and/or qualifying experience FS 15 Step 1 $55,328
Master’s Degree FS 15 Step 2 $57,320
2nd Year of Training
General Rate FS 15 Step 5 $63,306
+ The salary for an employee who completes any of the above minimum requirements after initial appointment to the Connecticut Careers Trainee job class will be adjusted commensurate with the schedule above and effective the pay period following the date the master’s degree has been conferred or the pay period following the date the appropriate number of credits as indicated above have been earned.
+ For current state employees, compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class manual.

+ In order to be considered for this job opening you must be a current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening. PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.
EXAMPLES OF DUTIES
+ In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions;
+ Performs a variety of increasingly difficult duties as skills are acquired during course of training period;

MINIMUM QUALIFICATIONS
Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.
PREFERRED QUALIFICATIONS
+ Possession of a Bachelor's or Master's degree from an accredited college or university
+ Experience with policies, procedures and workflow in the Division of Rights of Way
+ Experience using Microsoft Office 365, Teams, Word, Excel, Access, PowerPoint and Outlook
+ Experience leveraging organizational, interpersonal, oral and written communication skills, presentation and public speaking skills
+ Experience demonstrating a strong work ethic, positive attitude, eagerness and ability to take direction, learn and retain job training
+ Experience managing and completing multiple tasks simultaneously within strict deadlines
+ Experience analyzing problems and recommending effective solutions
+ Experience reading, interpreting and understanding engineering and design drawings/plans
+ Experience or training in the use of Geographic Information Systems (GIS)
