PROPERTY BOOK OFFICER
Summary About the Position: This vacancy exists within the Program Executive Office, Combat Support & Combat Service Support located in either Warren or Selfridge ANG Base, MI. The referral list generated by this announcement may be used to fill multiple vacancies within PEO CS&CSS and Program Executive Office, Ground Combat Systems. Responsibilities Oversight of all accountable property records, to include Product Manager owned Stock (Operational Project Code 9) Maintains 100% property accountability of Government property (Government-Owned Non-Fielded and Government Furnished Property) using the appropriate APSR. Provides guidance and monitors hand receipt holders to ensure inventories are performed in accordance with Army Regulations. Conducts a 100% annual reconciliation of Government property with the primary hand receipt holders. Maintains primary hand receipt accounts through the proper issue, receipt, and transfer of equipment using the appropriate APSR. Serves as an Accountable Property Book Officer managing property accountability using the Accountable Property Systems, such as Property Book Unit Supply Enhanced, Defense Property Accountability System, and the Global Combat Support System- Army. Serves as the point of contact and advisor for auditors, inspectors, and investigators by explaining and justifying overall local policies and procedures used to account for property. Processes Financial Liability Investigation of Property Loss (FLIPL) and special investigations collection vouchers in a timely and efficient manner, complying with processing timelines as determined by applicable regulations. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-02 (GS-11 equivalent) level in the Federal Service that includes: 1) Utilize Property Book Officer Rules, Regulations, Procedures or Directives; 2) Implement supply management procedures, programs or directives for Inventory; and 3) Operate multiple automated database management programs (e.g. Property Book Unit Supply-Enhanced, Defense Property Accountability System Global Combat Support System- Army (GCSS-A), or Army Enterprise System Integration Program). This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02 or GS-11 equivalent). This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics - Advanced certification within 48 months as of entrance on duty.
