Property Control Specialist (TS/SCI with Full Scope Poly Required)

This position performs work requiring advanced knowledge and experience related to logistics, government property accountability, customer service, and government O&M processes and procedures. This position serves as an Integrated Logistics Support (ILS) team member who handles all property management duties. This role leads and assists other property management officers, material management specialists and technicians, as required.
Principal Job Duties & Responsibilities:
• Position requires the flexibility and performance of a multitude of Integrated Logistics Support functions related to Property Management, Material Management, Transportation, Shipping/Receiving, Material Handling, and Warehousing.
• Ensure proper handling of all sensitive, classified, and/or hazardous materials and equipment in accordance with regulatory requirements
• Exercises extensive technical knowledge of methods and processes used to provide Property Management and logistics support to site customers.
• Reviews property-related data, such as equipment and material inventories, budgets, processes, procedures and purchase requests as required.
• Coordinates with site management/staff to implement plans and recommendations.
• Prepares: plans, procedures, schedules, and develops tools for property management and any other ILS operation.
• Promptly and accurately maintains a Property Control System for all Government Property to ensure highest audit rating is sustained at the Site.
• Monitors contract, Federal Acquisition Regulation and changes affecting Government property including acquisition, accountability, identification, shipping, receiving, control, use, maintenance, storage and disposition.
• Monitors program operations to maintain compliance with company and government regulations relating to Government Property.
• Ensures Contract is in compliance with Federal, Contract and Corporate property requirements and is prepared for annual property audits and customer reviews.
• Performs physical inventories of Government Property and prepare inventory and financial reports. Complete necessary documentation such as acquisition / procurement, shipping, property transfers and reconcile detailed information, as required.
• Writes and maintains local Property Management procedures in accordance with applicable property directives.
• Monitors Property Management and Logistics processes and look for areas where improvements can be implemented.
• Understands customer requirements, provides technical guidance, direction and training to site personnel relating to Property Management matters.
• Provides guidance, support, and training to Site personnel relating to Property Management.
• Supports movements of Government property and courier material by operating light duty vehicles and forklifts.
• Supports ILS Special Project assignments from the ILS Manager, Management or Customer, as required.
• Performs other duties as directed by the ILS Manager.

• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
• Maintain compliance with all applicable policies, procedures, and global standards
• Meet expectations on attendance and punctuality
• Promote swift detection and resolution of potential issues at the earliest possible
• Provide inventory status reporting, weekly activities report, and other metrics as required
• Conduct annual and periodical inventories, provide client results and reconcile discrepancies
• Maintain effective utilization of all logistical spaces
• Notify the client upon discovery of equipment, supplies and material that are missing and/or damaged
• Oversee classified material collection and destruct IAW site standards and procedures as required
• Provide surge support to various cross-functional teams supporting Fluor initiatives on-site
• Replenish stock item materials in order to support site maintenance
• Operate forklift, pallet jack, automated pallet wrapper, dollies/carts, and other critical equipment as required
• Maintain good housekeeping in work area.
• Ensure proper handling of all sensitive, classified, and/or hazardous materials and equipment in accordance with regulatory requirements
• Perform customer service activities to include but not limited to, answering telephones, communicating with site customers, carrier representatives and drivers
• Understand and apply fundamental mathematical calculations (addition, subtraction, multiplication, and division)
• Support other elements of the Fluor Logistics Team as directed
• Operate government or Fluor owned vehicles and equipment required to complete daily duties
• Work within an office or warehouse setting
• May need to travel to attend to business related matters
• Perform work that may require sorting or movement of materials up to 40lbs without assistance from others
• Perform other duties and responsibilities as assigned
