Under supervision of the Senior Property Specialist, the Property Specialist is responsible for preparing cargo (to include mail cargo) for designated airlift and sealift transportation to and from AAAF. Provides cargo unloading and delivery services at AAAF, to include storage, maintenance, packaging, and handling IAW DAFI 24-602 V2, DTR 4500.9-R, Parts 2 & 3; AFMAN 24-604; AFJMAN 23-210, International Air Transportation Association (IATA) agreement, and International Maritime Dangerous Goods (IMDG) Act to include classified-package handling. Supports Retrograde (Ascension to CONUS) cargo shipments from Ascension via Government contracted vessel for SLD 45 requirement and AAAF approved tenants. This includes items that need to be dispositioned or disposed via 45 LRS and DLA specified processes. Maintains accuracy in hand receipts, stores and issues materials, equipment, and other items from stockroom, warehouse, storage yard or material control point to ensure continual accountability of government property. This position is contingent based on contract award. This position description is subject to change at any time as needed to meet the requirements of the program or company. Responsibilities Major Job Activities: Uses longer/extended shelf-life items (including appropriate perishable goods), when possible, to facilitate shipment by sea versus air for downrange food and supplies. Coordinates to ensure a 100% accountability of Government Property and Material are maintained in accordance with applicable Government regulations. Ensures proper receipt, documentation, processing and delivery of all supplies and property IAW applicable Airforce Regulation and POs and PIOPs. Verifies inventory by comparing physical counts of stock and investigates discrepancies and/or adjusts errors. Prepares and reviews appropriate adjustment documentation for lost, damaged, or destroyed Government materials; including appropriate causative research is provided for review IAW established timelines. Loads and unloads all cargo (to include SBSS items) from Mission Support aircraft at AAAF and deliver to final destination. Assists management to effectively manage all Government Furnished Property and Materials to help develop and coordinate the implementation of Property policies and procedures. Stores items in an orderly and accessible manner in warehouses, tool rooms, supply rooms, or other areas. Supervise unloading and transport of passengers and aircrew from the flight line to the Ascension passenger terminal. Maintains equipment utilization logs in accordance with applicable publications, rules and regulations. Performs periodic and monthly inventories recording quantity of items available. Assists/leads in palletizing, sorting and banding of parts and or materials for turn in to DRMO or as required. Prepares DD Form 1384, Transportation Control Movement Documents (TCMDs) and verify all documentation prior to loading and boarding of the aircraft. Supports returning empty shipping containers to shipping carriers as required during routine or return only shipments Utilizes a good working knowledge of governing property and material management systems, programs, policies, procedures, work methods, regulation, or other established guidelines, to take appropriate property control and material management action based upon application or interpretation of established guidelines. Picks up and transports cargo from PSFB U.S. Post Office (USPO) to the Contractor designated holding area, package deliveries from UPS, DHL, FEDEX, etc. Prepares shipping skids and deliver them to PSFB air terminal. Cleans and maintains supplies, tools, equipment, and storage areas to ensure compliance with safety regulations. Recommends disposal of excess, defective, or obsolete stock. Drive trucks to pick up incoming stock or to deliver parts to designated locations. Performs other duties as required. Material & Equipment Directly Used: Personal computer, laptops, scanners, printers, telephones, 10 key calculators, data devices, and other office related equipment. Tools of the trade. Visual Acuity: The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. Working Environment: The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level. The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. Indoor and/or outdoor environment with variable conditions. Includes some industrial production environment conditions as well. Physical Activities: Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies. Qualifications Education / Certifications: A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required. Must be CAC eligible and/or able to obtain a Common Access Card (CAC) Must have valid US Passport. Must be US citizen. High School Diploma. Capable of effectively communicating technical information in English, both written and verbal Experience / Skills: 3 years of experience in Property Management. Related Military experience in Supply and Logistics Functional, comprehensive working knowledge of the Federal Acquisitions and Regulations for Property Management Working knowledge of supply room operations and inventory management is required Must have familiarity with general office procedures, organizing material, and good housekeeping principles. Must have good working knowledge of the Airforce and/or contractor property accountability policies and procedures. Must have working knowledge of one or more inventory management accountings systems. Attention to detail with a high degree of accuracy is required. Intermediate proficiency in Word, Excel, and Outlook applications is required. High-level organizational and planning skills, so that workflow is managed efficiently and accurately is required. Ability to effectively respond to inquiries or complaints both verbally and in writing. Ability to effectively articulate information to management. Ability to use independent judgment in achieving assigned objectives. Ability to interpret statutes, regulations and guidelines; Skilled in collecting and analyzing complex data, evaluating information and systems, and drawing logical conclusions; Comfortable managing large data sets; Understanding of levels of potential risks and how to address each risk Maintain all organizational and professional ethical standards Ability to challenge current practices and provide feedback in a constructive manner with the goal of improving efficiency and operational excellence of the program; Skill in negotiating issues and resolving problems; and Strategic thinking.
