Who We Are
HII is seeking a Proposal Coordinator with strong structural estimating experience to join its team of qualified and diverse individuals. The Proposal Coordinator will support our Fleet Sustainment Business Unit by collaborating with the leadership team to develop pricing strategies in support of a diverse portfolio. The Proposal Coordinator will develop labor and ODC estimates as part of an overarching submission in response to Requests for Quotation and Solicitations from Government, Commercial and Internal HII Customers, while ensuring contractual requirements are met.
This Proposal Coordinator position will work out of either our San Diego, CA or Chesapeake, VA location with periodic travel being required (<10%), as deemed necessary to support proposal efforts.
Develop labor estimates and subcontractor Statements of Work (SOW).
Ensure compliance with established policy, procedures, and processes addressing cost proposal development and quality standards.
Actively work to offer suggestions to enhance overall efficiency with the existing Pricing & Estimating (P&E) framework.
Research and analyze historical data and develop cost models to support proposal efforts.
Coordinate activities and participate in fact-finding meetings.
Participate in should-cost and pricing reviews with management and customer representatives.
Work closely with Contracts Administrators, Resource Managers, Program and Project Managers to develop compliant cost estimating bid responses.
Work with contracts to support submittal of compliant proposal response.
What You Must HaveMust have 3 years relevant experience with Bachelors in related field; 1-year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.
Must be able to obtain and maintain a DoD security clearance and maintain clearance level throughout employment.
Must be able to obtain and maintain credentials for accessing military installations and shipyards.
Must have working knowledge of MIL-STD-1688, MIL-STD-1689, and Standard Item 009-12.
Must have experience developing labor estimates.
Must have experience developing SOWs in support of subcontractor solicitations.
Must have a moderate, working knowledge and experience reviewing work specifications, engineering drawings and NAVSEA standard items.
Must have a working knowledge of quality and safety requirements as they apply to ship repair and modification work and how they impact labor estimates.
Must have working knowledge of MS Office (Excel, Word, Outlook) and PDF software.
Must have experience interpreting government Requests for Proposal (RFPs) and associated reference documents.
Must have experience interpreting ship installation drawings and installation design plans.
Must have excellent communication skills, both written and verbal, with the ability to use them toward informing and problem solving with a wide range of people.
Must have a dynamic, self-starting attitude with strong attention to detail and the ability to function independently, meet deadlines and achieve commitments.
Must have a flexible approach to work, an understanding of working collaboratively on a team, and the willingness to be an active and supportive member of a cross-functional team.
Bonus Points For...Experience planning and estimating Navy communication system upgrade installations on ships and shore stations worldwide.
Moderate to Extensive experience with NIWC SE3 and SE4 contracts and associated Cost Work Breakdown Schedules (CWBS).
Some to Moderate Experience with NSWC/NAVSEA HM&E contracts.
Demonstrated experience in collaborating with multi-disciplinary teams.
Current Active Security Clearance
Experience with data manipulation in MS Project and SmartSheet.
Physical Requirements Minimal mobility, dexterity, or coordination required to operate business machines. Minimal lifting may be required.
