This position is responsible for developing firmwide proposal and bid processes, overseeing the strategy, staff, and day-to-day operations of the Proposal Department across all markets, sectors, and corporate needs. This position will direct Woolpert’s senior proposal managers in achieving department goals and ensuring Woolpert’s proposal process is implemented across the firm. This position will work collaboratively with directors from Marketing, Creative, and Communications, and in concert with our Capture team, to align and develop cohesive, progressive strategies to differentiate Woolpert across the industry, while advancing sales, revenue, growth, and innovation.

Responsibilities

Essential Functions/Project Management: 

 

Develops, evolves, and maintains Woolpert’s proposal strategy, processes and corresponding guides. Manages senior proposal staff, reviews resource allocation, and implementation of strategic goals for the department. Lead and manage the end-to-end proposal process for government contracts, including RFP analysis, proposal strategy development, proposal writing, and post-submission debriefs. Conducts educating/training for others on Woolpert’s proposal processes.  Works with sector/market leadership to drive focus on the right pursuits. Works closely with Capture/Sales/Office of Strategy to ensure pursuits receive the correct level of support. Develop and maintain proposal management-related artifacts for each opportunity, including kickoff materials, master outline, compliance matrix, schedule, writing instructions, daily stand-up agenda, proposal team contact list, action items, and color team review briefings. Design and implement systems, tools, and templates to streamline proposal development and improve efficiency. Collaborates with Marketing, Creative, Communication, and Capture directors to establish knowledge and management processes, rules, etc. (Open Asset, CE, etc.) Supports and advances acquisition strategy, integration, and deliverables. Supports MarCom Director with proposal department budget oversight. 

 

Essential Functions/People Management: 

 

Mentors, inspires, and supports proposal staff. Establishes employee performance goals, provides regular feedback, and works with employees to achieve individual and team development goals. Ensures employees are properly fit for position through effective recruitment/hiring. Promotes continuous training, development, and advancement for staff. Effectively resolves conflict by initiating and facilitating constructive communication.  Facilitates and participates in departmental cross-training to ensure all competencies are reinforced.   Qualifications Must have BS and ten (10) years related experience, MA/MS and eight (8) years related experience or fifteen (15) years of experience of related experience in the field. Professional certifications desired but not required: Certified Professional Services Marketer (CPSM) from the Society of Marketing Professional Services (SMPS) and/or Association of Proposal Management Professionals (APMP) Foundation-Level Certification (CF APMP) Excellent communication and interpersonal skills, with the ability to work effectively with cross-functional teams Must have proposal experience at a professional services firm. Must have strong presentation skills and technical skills. Must demonstrate a proactive management approach including the ability of directing, delegating, and coaching. Experience managing large, complex, and highly technical proposals with many stakeholders, and multiple interrelated plans dealing with technical, management, staffing, pricing, quality, and past performance. Must be able to establish and maintain rapport with internal and external stakeholders. Must possess negotiation, conflict management and problem-solving skills. Must possess excellent facilitation and/or meeting skills.
