Summary: We are seeking a highly organized and detail-oriented Proposal Manager to lead the development and submission of compelling, compliant, and winning proposals for federal government contracts. The Proposal Manager will manage the entire proposal process, from initial opportunity identification through final submission, ensuring adherence to company and government standards. This role requires strong project management skills, a thorough understanding of federal acquisition regulations, and experience working with government proposals. Responsibilities Essential Job Functions: Lead the full life cycle of proposal development, including pre-proposal planning, kickoff meetings, writing assignments, compliance reviews, and final submission. Ensure that all proposals are completed on time, within budget, and in compliance with solicitation requirements. Working with all levels of the proposal team to develop and prepare high-quality, compliant and compelling proposals. Coordinating with Capture Managers, Business Development, Engineering, Business Ventures, facilities and other organizations to identify the proposal team and facilities resources. Responsible for configuration management of the proposal artifacts utilizing Microsoft SharePoint. Reviewing, shredding/bursting/parsing, and analyzing White Papers, RFIs, RFPs, BAAs, and Task Order requirements. Developing and preparing compliance matrices. Developing and maintaining proposal schedules, and driving the proposal team adherence to the schedule. Pulling together Kick-off meetings and materials, and presenting at the Kick-off Leading Daily Stand-up status meetings and tracking action items. Tracking and reporting status of proposal sections to include monitoring proposal content for accuracy, consistency and compliance while anticipating issues to schedule and resources. Leading proposal color reviews (Pink & Red Teams) to include scheduling, organizing, facilitating, inviting, review preparation and conduct, and supporting comment summation, adjudication, and final inclusion. Demonstrate proposal process expertise and ability to tailor as appropriate including the ability to guide proposal team members on proposal processes. Leading proposal teams in post-submittal activities such as Evaluation Notices (EN), Final Proposal Revisions (FPRs), orals, lessons learned, etc. Supporting development of the Win Strategy and Capture Plan to include the Customer Value Proposition, and generation of substantiated key messages and discriminators. Ensuring key messages are flowed down to and captured in the proposal. Supports special projects and completes other responsibilities association with the position as may be appropriate such as event planning, preparation of marketing or business development materials. Qualifications Necessary Skills and Knowledge: Excellent project management skills, with the ability to manage multiple proposals simultaneously and meet tight deadlines. Strong writing, editing, and proofreading skills, with attention to detail and ability to tailor messaging to customer needs. Ability to interpret and analyze complex RFP requirements. Ability to work in a fast-paced environment with shifting priorities. Strong interpersonal and communication skills to coordinate teams and manage internal and external stakeholders. Strong writing ability with experience in developing content for technical, management, past performance, resume proposal sections. Knowledge of the DoD Acquisition process. Minimum Qualifications: Bachelor’s degree in Business Administration, Project Management or related field OR equivalent years of experience. Experience working competitive proposal development for Large Federal Contracting pursuits. Experience as a Proposal Manager, and/or Book Boss or Volume Lead, and/or Proposal Coordinator. Proven track record of leading and winning federal contract proposals. Team/project leadership experience. Preferred Qualifications: APMP Certification (Association of Proposal Management Professionals), or other relevant certifications. Experience with pricing strategies and cost proposal development for government contracts. Previous experience working with Alaska Native Corporations (ANCs).
