BRMi is seeking a Proposal Manager.
The Proposal Manager manages, leads, and/or supports pre-award corporate-level business development activities, helping to secure successful pursuits of identified opportunities in accordance with growth plans and revenue goals.

Responsibilities
True proposal management with proposal coordination added (in the absence of a proposal coordinator)
Track, retrieve, and distribute (to relevant internal parties) solicitations for specified opportunities and opportunity-related materials and updates.Create and promote the use of shared folders for opportunities on approved collaboration platforms during capture/proposal.Dissect and evaluate all solicitations elements, including deliverables, requirements, and touchpoints, as well as implications, limitations, and/or potential challenges.Assemble and collaborate with opportunity owners, marketing, and SMEs to consider and develop response themes and concepts.Identify solution, pricing, contracts, and any other necessary resources. Establish and direct assembled teams to respond to solicitations.Set path(s) for development and delivery of responses, including formulation/completion of plans, identification of milestones, establishing priorities, and making schedules.Apply approved and branded RFP/RFQ/RFI response templates. Consult and collaborate with marketing and other stakeholders to customize responses.Lead and support the efforts throughout the solicitation-response (proposal) process. Proposal management and coordination tasks may include, but are not limited to, sending meeting invitations, leading and/or moderating kickoff meetings and/or color-team reviews, communicating instructions and evaluation factors, gathering questions and posting answers (Q&A), answering inquiries and providing clarification, mitigating conflicts and optimizing efforts, assigning and tracking action items, communicating status, assigning tasks, providing updates, making and responding to data calls, controlling versions, managing volumes (integration), and engaging partners.Facilitate engagement and collaboration between and among writers, subject matter experts, and other contributors to understand and refine the technology/service ideas and concepts to be included in responses.Support and coordinate the development and distillation of response content in collaboration with marketing/writers/contributors, such as gathering information and creating outlines, in consideration of win themes and differentiators, client profiles, values, competitors, and advantages.Facilitate and support efforts of marketing/writer/editor to infuse BRMi solicitation responses with visions, concepts, ideas, language, and structure consistent with the BRMi brand.Perform compliance checks and/or request, engage, and assign resources to check for compliance of responses.Track and assemble all materials and engage, coordinate, and collaborate with all contributors and parties (e.g., writers/editors, graphics, contracts, pricing) for successful, timely submission of compliant and compelling responses.Other expected contributions, especially to maintenance and development of good process
Conduct lessons learned (retrospective) on proposal efforts to suggest, solicit, gather, review, and implement improvements and changes to pre-award processes and procedures.Assist with market research and genearal agency awarenessAssist in improving the business development team as a capable, efficient corporate service center for pre-award activities.Contribute to development and implementation (continuous improvement) of business development lifecycle processes and best practices, including tools, tasks, roles, and responsibilities.Assist/collaborate with marketing and stakeholders on the organization and preparation of data and information contributing to the repository of available material suitable for proposal use/reuse, such as past performance.Other duties as assigned. Qualifications U.S. citizenshipBachelor's degree7+ years’ experience in a proposal management role in the Federal Space. Knowledge of proposal development life cycles (e.g., Shipley)Demonstrated ability to work collaboratively and efficiently under conditions of multiple deadlines and shifting prioritiesExperience and proficiency with GovWin, SAM.gov, GSA elibrary, FedBizOpps, and eBuyExperience with GWACS and other contracting vehicles including but not limited to; OASIS+ (GSA), CIOSP 4, T4NG2(VA), POLARIS (GSA)Demonstrate experience contributing to large scale proposals upwards of 100 million and containing multiple components
Comfortable with GAP analysis, scoring and score cards, and enforcing the proposal process
Proficiency with Microsoft Dynamics CRM, Microsoft SharePoint, Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Adobe Acrobat softwareExcellent organizational habits, attention to detail, enthusiastic and positive attitude, critical thinking skills, and written and oral communication skillsFamiliarity with high-performance processes and process improvement practices.Strong understanding of the different roles within a proposal team. IE: coordination, management, SME’s and how to engage them, ext.
