**Overview** Shimmick is seeking a highly talented **Proposal Manager** to be based out of **Irvine, CA, Suisun City, CA, Denver, CO, or a remote location within the United States.** This challenging position will provide an excellent growth opportunity while improving the infrastructure of the city. Shimmick takes on challenging projects and performs high-quality work ranging from expanding/constructing water and wastewater treatment plants to construction of the new Gerald Desmond Bridge. Our solid foundation of enduring client relationships, financial stability, market leadership, effective risk management, and strategic presence in key regions ensures our ability to execute this crucial mission. + According to Engineering News Record, in 2024, Shimmick was nationally ranked as a top ten builder of water supply (#8), dams and reservoirs (#6), and water treatment and desalination plants (#7). + Led by industry veterans with 20+ years of experience + Solid foundation: client relationships, financial stability, and market leadership **Responsibilities** A Proposal Manager is responsible for leading the entire process of developing and submitting proposals to clients, coordinating cross-functional teams to ensure the proposal effectively addresses client needs, adheres to all requirements within a Request for Proposal (RFP), and delivers a compelling, well-structured document on time; essentially acting as the central point of contact for all aspects of the proposal development process. Typical resonsibilites include, but are not limited to the following: + Plans, organizes and implements proposal bid activities for an assigned market, geographic territory or region. + Manages and oversees bid management staff. + Participates in decision-making. + Works independently to pursue development of bid strategy for proposals. + Assists in the development of proposals and gives presentations to potential clients. + Generally has bid management and/or technical proposal writing experience, may require hands-on cost proposal development. + Thoroughly review RFP documents to identify key requirements, potential challenges, and compliance criteria. + Create a comprehensive proposal strategy, including win themes, differentiators, and a detailed compliance matrix. + Assemble and manage a cross-functional team of subject matter experts, writers, designers, and reviewers to contribute to the proposal. + Oversee the writing and editing of proposal sections, ensuring clarity, conciseness, and alignment with client needs. + Ensure the proposal strictly adheres to all RFP requirements and submission guidelines. + Develop and maintain a detailed proposal timeline, assigning tasks and tracking progress against deadlines. + Conduct thorough reviews of the proposal to identify errors, inconsistencies, and areas for improvement. + Prepare and deliver presentations to potential clients, highlighting the value proposition of the proposed solution. + Finalize and submit the proposal according to client specifications. **Qualifications** Minimum Requirements: + Bachelor’s degree in English, Journalism, Marketing, or related field + 8 years of relevant experience or demonstrated equivalency of experience and/or education + Ability to travel as required Preferred Qualifications: + Previous experience as a Proposal Manager or similar role within the heavy civil construction industry, or related industry. + Demonstrated success in developing and delivering winning proposals. + Familiarity with proposal management software and tools. + Ability to effectively communicate with both technical and non-technical stakeholders, clearly conveying complex information. + Proven ability to manage multiple projects simultaneously, prioritize tasks, and meet deadlines. + Capability to analyze RFPs, identify key client needs, and develop a winning proposal strategy. + Excellent written communication skills to produce clear, concise, and persuasive proposal content. + Understanding of the industry and technical aspects of the proposed solution. The salary range for this position is between **$110,000 - 140,000** per year depending on experience, location, and/or education.
