Position Description:
VTS is seeking a highly motivated, skilled, and experienced Proposal Pricing Analyst with FAR, DFARS, and government contracting experience to join our team. As a Proposal Pricing Analyst, you will play an integral role in leading activities associated with strategic and competitive pricing and development of cost/price proposals for both our divisions.
The Proposal Pricing Analyst will perform cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications and in compliance with regulatory requirements. They will coordinate with functional departments (Contracts, Engineering, Operations, and Program Management) to facilitate the collection and accumulation of cost, scheduling, and performance elements and research and analyze historical data and develop cost models to support proposal efforts. They will be responsible for preparing and submitting top-quality, compliant, and on-time proposals to support the customer commitments as well as VTS’ business goals. Proposal pricing activities include analyzing program requirements, supporting internal proposal reviews, supporting customer audit/fact findings, and providing negotiation support.
Responsibilities:
Develop, analyze, evaluate, coordinate, prepare, and support cost proposals to Government and Prime customers.Reviews Requests for Proposals (RFP) and proposal documents for compliance to customer specifications/requirements and adherence to VTS policies.Thoroughly understand cost burdening and fee application to accurately build up proposal cost/price.Build/set-up custom Excel-based pricing models based on individual RFP requirements.Develops and maintains relationships with key internal and external clients and colleagues.Provides reviews of all estimates prior to delivery and review by senior management.Detailed knowledge and experience in DoD procurement and contracting regulations.Independently plans and prepares large-scale budgets and business proposals.Ensures compliance with internal procedures, the Federal Acquisition Regulations (FAR), project terms and conditions, solicitation, or change order requirements.Prepares and presents cost estimates to management, customer representatives and government audit agencies.Ensures adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and VTS’ policies and procedures regarding cost proposal preparation, review, compliance, submission, updates/revisions, and negotiations.Supports audit requests, fact-finding, and negotiation discussions and the program budget baseline process.Creates/administers pricing databases and coordinates implementation of pricing proposals across the enterprise.Performs financial modeling & analyses related to major proposals, including rate studies & analysis, business case development, cash flow analysis, NPV, IRR, and presents analyses and recommendations to leadership.Research & analyzes historical data, develops cost models to support proposal efforts & determination of accuracy of functional estimates.Supports the front-end business acquisition process by developing white papers, ROMs, and proposals.Ability to handle multiple assignments, achieve program goals, and meet team deadlines in a fast-paced environment.Aptitude for problem solving and solution implementation.Supports various departmental business management & operations functions.
Requirements:
Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (requires U.S. Citizenship).Bachelor’s degree in Business, Accounting, Finance, or other related discipline from an accredited college/university.Minimum of 4 years of related experienceWorking experience with FAR, DFAR, CAS, TINA, and other Government procurement regulations as they pertain to bid/costing proposals, including a comprehensive knowledge of FAR Part 15 and 31.Experience working with Basis of Estimates (BOEs) and analyzing BOE quality.Advanced Microsoft Excel functionality to include building and maintaining complex cost models.Related DoD and/or aerospace industry experienceAbility to work both independently and in a dynamic team environment.General knowledge and competence in the concepts, principles and standard practices in costing and pricing.

Salary Range: $82,884 - $160,846/year
