Proposal Senior Manager
**Overview** Shimmick is seeking a highly talented **Senior Proosal Manager** to be based in either Irvine, CA, Suisun City, CA, Denver, CO or a remote location within the United States. Shimmick is a national Contractor that has an excellent reputation within the industry and is seeking a qualified individual to join our Southwest Division. Shimmick takes on challenging projects and performs high-quality work ranging from expanding/constructing water and wastewater treatment plants to construction of the new Gerald Desmond Bridge. Our solid foundation of enduring client relationships, financial stability, market leadership, effective risk management, and strategic presence in key regions ensures our ability to execute this crucial mission. + According to Engineering News Record, in 2024, Shimmick was nationally ranked as a top ten builder of water supply (#8), dams and reservoirs (#6), and water treatment and desalination plants (#7). + Led by industry veterans with 20+ years of experience + Solid foundation: client relationships, financial stability, and market leadership **Responsibilities** Typical responsibilites include, but are not limited to the following: + Plans, organizes and implements bid management activities for an assigned market, geographic territory or region. + May supervise and oversee bid management and proposal staff. + Participates in decision-making. + Works independently to pursue development of bid strategy for proposals. + Assists in the development of proposals and gives presentations to potential clients. + Generally has business development and/or technical proposal writing experience, may require hands-on cost proposal development. + Lead and manage proposal teams, including proposal coordinators, writers, and graphic designers. + Develop and manage proposal plans, outlines, and schedules. + Oversee the entire proposal process, from initial review of solicitations to final submission. + Coordinate and lead proposal meetings. + Ensure all aspects of the proposal submission are complete and compliant. + Develop compelling and winning proposal themes and strategies. + Work with technical, marketing, and other internal teams to create high-quality proposal content. + Manage the preparation of proposals and marketing materials. + Ensure proposals are aligned with client needs and requirements. + Implement proposal revisions and address feedback. + Ensure proposals are compliant with all RFP requirements and regulations. + Maintain accurate records and documentation throughout the proposal process. + Review and edit proposal content for accuracy and clarity. + Organize production and finalize proposal documents for submission. + Collaborate with cross-functional teams, including program managers, business development personnel, and subject matter experts. + Act as a liaison between internal teams and external clients. + Present proposals and engage in discussions with clients. + Communicate proposal status and progress to management. + Participate in planning, resourcing, and monitoring proposal budgets and resources. + Identify and implement proposal process improvements. + Assist in developing and implementing capture management and proposal development best practices. + Provide training and guidance to proposal team members. **Qualifications** Minimum Requirements: + Bachelor's degree in English, Jounalism, Marketing, or related field + 10 years of relevant experience or demonstrated equivalency of experience and/or education, including 2 years of leadership + Ability to travel as required Preferred Qualifications: + Previous proposal experience in Heavy Civil Construction Industry + Familiarity with proposal software and tools. + Strong writing and editing skills. + Experience with desktop publishing and graphics. + Ability to work under pressure and meet tight deadlines. + Excellent communication and interpersonal skills. Additional Information: + Travel required as needed. + Qualified applicants who are offered a position must pass a pre-employment substance abuse test. + This position does not include sponsorship for United States work authorization. The salary range for this position is between **$190,000 - 235,000** per year depending on experience, location, and/or education.
