Protection and Rule of Law Program Support Officer
JOB SUMMARY:
The Program Support Officer (PSO) will be responsible for managing support activities, namely procurement, including but not limited to needs analysis and planning, drafting specifications, conducting comparative analysis of goods, conducting procurement procedures through specialized financial and operational software. Additionally, they will be responsible for the acceptance of goods procured by the program, maintaining inventory, and managing the sale of delivered goods, among other duties. Also, is responsible for support in organizing and facilitating PRoL events of all kinds (capacity building, workshops, training, partner events) and performing other tasks if needed.

MAIN RESPONSIBILITIES:
Program Support
• Work with the PRoL Coordinator, PRoL Senior Manager, PRoL Managers and Sn Officers and overall team in Odesa, Dnipro, Kharkiv field offices
• Maintain various trackers, folder structures, and other project management functions.
• Assist in drafting, formatting, and proofreading project-related documents, reports, and presentations.
• Liaise with operations focal points to ensure the smooth operations of projects.

Procurement and Sourcing
• Preparation and support of the full cycle of the procurement process: maintaining procurement plans, specifications and comparative analysis of items, preparation of purchase requests and, assessment of compliance of received goods. Control over maintenance of PRoL distribution plans in IRC field offices
• Maintains supply inventory by checking stock to determine inventory level, anticipate needed supplies, placing and expediting orders for supplies via supply chain department.

Departmental Support
• Represent the team in ongoing intra-departmental projects, working closely with operations support leads from other units
• Provide support in organizing and facilitating capacity-building activities and workshops for program staff and partners. Arrange travel and accommodation for project staff and visitors.
• Assist in data collection, analysis, and reporting upon the request of the PRoL Managers, Sn Officers, Officers
• Support in other administrative and scheduling tasks
• Undertake other duties as assigned by the Sn Manager or Coordinator 

JOB REQUIREMENTS

Education:  University Degree in International Development, Business Management, information management/technology and systems, computer science, data science, or a related field required.

Demonstrated Skills and COMPETENCIES:
• Minimum 2 years previous experience working in a similar support function, NGO experience is an advantage.
• Languages: Intetmediate+ English level, fluency Ukrainian and Russian 
• Highly organized with a strong attention to detail
• Computer literate, Excellent Microsoft Office skills and experience with financial and procurement systems
• Previous experience in project management in related sectors/programs
• Aptitude for, and interest in, providing creative means of training and developing staff in organizational systems and procedures
• Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries
• High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
