+ **_Commencement: March 2025_** + **_Contract duration is up to 30 June 2025, with a possibility for extension_** + **_Based in East New Britian Province, Papua New Guinea_** + **_Open to all applicants_** The Papua New Guinea (PNG) Australia Transition to Health (PATH) is a five-year (2020-2025) health sector program funded by the Australian Government under the PNG–Australia Partnership for Development. PATH works with the Government of PNG (GoPNG) to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions. Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG. PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership. PATH’s end of investment outcomes (EOIOs) are: 1. PHAs more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces. 2. DFAT-funded health services are demonstrating efficient and effective models of service delivery, influencing PHA performance; and building sustainability by transitioning to PHA management in selected provinces. PATH’s intermediate outcomes (IOs) are: Provincial Health Authority Leadership, Women in Leadership and Essential Health Services. PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program. About the Opportunity The Provincial Facilitator role supports the Provincial Performance Facilitation Lead to implement the day-to-day activities to improve leadership and management of health services for the selected Provincial Health Authorities (PHA). This role will coordinate the activities to support PHA capacity to plan, budget, deliver and coordinate health services, including the coordination of analyses/assessments to identify bottlenecks at the selected PHAs. The Provincial Facilitator (PF) plays an important role in developing and strengthening key stakeholder relationships at the provincial level. Key responsibilities **Leadership Support** + Develop and promote a strong work culture and engagement with PHA Senior Executive Managers (SEM) and key PHA Board Committee members. + Develop good neutral relationships with leadership networks in the province – National, Provincial and Local Level Government and Community Leaders including key health donor representatives and partners. + Provide support to establish and or contribute to the effective functioning of PHA Board Committee and Senior Executive Management (SEM) Committees. **Operational Management** + Contribute to and support PHA / BDoH SEM and programme teams to prepare mandatory annual, quarterly reports including donors report as required. + Provide technical guidance and support to the formulation of PHA / BDoH annual activity plans (AAP) by promoting joint PHA and partner planning, budgeting and coordination process. + Provide technical guidance and contribute to the formulation of key PHA / BDoH strategic plans, policies and guidelines to improve and strengthen health systems and service delivery. + Coordinate and contribute to operational research and or facilitate short term external technical assistance to strengthen evidence-based policy to address specific bottlenecks the impede health service delivery in the province. + Contribute to and provide communication and content support for social media and public diplomacy pieces on PATH and other key DFAT health investments and initiatives in the province. **Financial Management** + Provide technical guidance and support the formulation of PHA / BDoH annual activity plans (AAP), workplans and budget. + In line with NDoH and DNPM processes, encourage and promote an integrated planning and coordination process by PHA / BDoH and its key partners at the national, provincial and district level. + In line with NDoH and DoF processes, collaborate with PHA / BDoH to strengthen and improve PHA / BDoH Public Finance Management (PFM) systems, processes and reporting through the implementation of the PFM Correction Action Plan (CAP). + In collaboration with NDoH, provide technical guidance and support to strengthen PHA / BDoH HSIP reporting and accounting processes **Human Resource Management** + Explore opportunities to continually improve and build PHA / BDoH staff skills, competency and performance. + Contribute to the establishment of mechanisms to enable training and development in performance management skills. + In line with DPM processes, provide some technical advisory support in PHA / BDoH recruitment, counselling, discipline and or appraisal processes. **Stakeholder management/partnership** + Develop and maintain strong working relationships and engagement with key health service partners, CSOs/NGOs as well as other partners, through the participation in Provincial/District health partnership meetings and health programme Technical Working Group (TWG) meetings. + Provide support to establish and contribute to the effective functioning of PHA / BDoH health partnership meetings and TWG meetings to ensure alignment and coordination among key partners and health programmes in the province. + Identify partner engagement opportunities including facilitating service level agreements (SLAs) or MoU/ MoAs with key partners at the national, provincial and district level. **Monitoring & Evaluation** + Collaborate with the Provincial M&E Coordinators and PATH Performance and Adaptive Systems (PAS) Team to develop and implement a PHA / BDoH M&E Improvement Plan (MEIP). + Provide support in the coordination and facilitation of PHA / BDoH in annual, bi-monthly or quarterly performance review workshops. + Support PHA / BDoH to improve, strengthen and coordinate the use of health information system to inform decision making and policy. **Health Service Delivery and Public Health** + Provide effective coordination and implementation of PATH supported programmes / projects (i.e. Frontline Health Outcomes & Health Security) in the provinces in line with PHA priorities, National Health Plan (NHP) and National Health Services Standards (NHSS). + Provide input into targeted public health intervention programs, disease surveillance and outbreak activities at the planning and program delivery level. **Medical Supplies** + Provide support to address and strengthen the timely distribution of medical supplies and drugs for PATH supported programmes in the province, including for PHA, where necessary. **Gender Equality, Disability and Social Inclusion (GEDSI)** + In collaboration with PATH GEDSI team, identify and integrate GEDSI mainstreaming efforts into all aspects of PHA support and across all workplans. + Ensure PHA strategies address issues of women’s leadership. + Collaborate with PHA SEMs to encourage a more inclusive workplace culture. + Coordinate other DFAT investments, government departments at national, provincial and local level, donors and NGOs to ensure health sector GEDSI mainstreaming efforts are harmonized and aligned to PHA priorities. + Perform other duties as reasonably directed. Key deliverables + Support provincial counterparts to understand and apply AM/TWP approaches to policy making and program delivery + Establish, put in place systems, and support program and operational staff to apply PATH’s approach to GESI (approach to be developed by the PATH GESI team) + Support development and implementation of a plan in collaboration with the PHA CEO that contributes towards the intermediate outcomes: + Strengthening PHA capacity + Improving Accountability + Supporting an increase in Women in Leadership + Enhancing gender equality and equity + Delivering Essential Services + Ensuring Health Security + Monthly reporting against the plan + Quarterly reporting against the intermediate outcomes + Annual reporting against the end of investment outcomes + Maintained strong and productive relationships with counterparts and other PATH staff and received satisfactory feedback on performance.
