Key Responsibilities:
The Provincial HIV/TB Data Clerk will play a critical role in strengthening data management systems to address gaps in data quality for TB and HIV services as part of the Global Fund Grant for PNG (2025–2026). This role supports the implementation of national strategic plans for TB, HIV, and health systems strengthening by ensuring accurate data collection, reporting, and utilization at the provincial level. Working closely with Provincial Health Authorities (PHAs), sub-recipient partners, and the National Department of Health, the role focuses on enhancing technical approaches and ensuring the delivery of essential TB and HIV services. These efforts aim to demonstrate measurable results within the two-year grant cycle while contributing to improved service delivery and advocacy across the provinces.

Data management functions
TB and HIV Data Entry
Perform accurate and timely data entry for TB and HIV cases on a rotational basis, using designated TB and HIV information systems (e.g., NTP DS-TB database, HPDB). Support BMUs as per need at least 2 working days a weekSupport HIV program database -data entry as per need in high volume ART sites at least 1 working days a week.Ensure data entry complies with national TB and HIV reporting requirements and standards. Maintain high levels of accuracy and integrity in the data entered. Support coordination between PHA TB and HIV coordinators and PDCO/ PR Team to ensure 100% reporting from BMU, ART clinics and GeneXpert sites.(including condom distribution data).Based on guidance from PHA/ PR, carry out follow-up calls/ site visits (where ever feasible) to PMDT sites and GeneXpert testing sites regarding report submission, data reconciliation and such tasks.In 4 provinces – NCD, Morobe, Western Highlands and West New Britain, the position is shared with the Sub-recipients as well. Support SR level data entry at least 2 working days a weekSupport SR M&E officer for data clean up and timely submission to PR and PHA.Participate in joint visits to outreach sites with SR and PR team to assist peers/ supervisors in data entry,Support to PHA in Report Collection (for all PHAs, where the data entry clerks are posted).
Assist in collecting, verifying, and compiling reports from BMUs and HIV ART clinic, GeneXpertsites including Condom distribution and inventory data).Ensure all reports are complete and submitted according to the required deadlines to facilitatetimely analysis and decision-making. Coordinate with BMUs and ART clinics to address any issues or delays in report submission. Use data collection, entry and reporting tracker for each of the provinces on weekly basis. (number of BMUs/ ART centres/ Lab sites)Prepare a monthly calendar for visits to sites/ virtual engagement to ensure 100% report submission from these health facilities/ reporting units.Submit the data on time to PR team and PDCO for timely payment based on outputs and time of engagement. Work on feedback received from National office on data within same week of receiving the feedbackParticipate in trainings/ on the job capacity building opportunities/ virtual meetings for skill building on data management and program monitoringAssist in LFA visits, supportive supervisory visits, data quality reviews conducted by PR jointly with NDOH and other partners.Escalate any issues faced with internet/ database/ IT equipment within 24 hours or earlier by phone/ WhatsApp/ email.Participate in review meetings conducted by PHA.Carry out calls/ visits to non-reporting sites to carry out mop up of data entryMaintain a directory of all reporting units/ contact persons details for follow up/ visit planning.Participate in weekly calls with National officeAssist TB-HIV Coordinator in Organizing Monthly Data Review Meetings
Support the planning and organization of monthly data review meetings with the TB/HIV Coordinator. Prepare datasets, summaries, and reports for the meetings. Ensure effective communication with relevant stakeholders to participate in the meetings.Data Completeness, Backup Maintenance, and Quality Audits
Ensure datasets are complete and missing data is addressed promptly. Conduct weekly data quality checks to identify any inconsistencies or missing information. Maintain regular backups (e.g., weekly or monthly) of all digital and physical datasets to prevent data loss and ensure data integrity. Report any data discrepancies or issues to the TB-HIV Coordinator for resolution. Support to data analytics at provincial levels with appropriate back up and data protection as per data protection and right of access policy.IT Asset Management
Manage IT assets (computers, tablets, servers) used for data collection and reporting. Conduct routine checks to ensure all equipment is functional and report technical issues to the IT support team. Ensure that systems are secure and up-to-date with necessary software.Escalation of Delays and Data Issues
Implement a system for monitoring deadlines for BMUs and HIV clinic reports, including issuing reminders and following up to ensure timely submission. Establish an escalation process to notify the PHA or TB-HIV Coordinator of any persistent delays or incomplete data, triggering corrective actions.Educational Qualification/Skills, Knowledge & Experience
Educational Background:A diploma or degree in public health, social sciences information technology, data management, or a related field is required.At least 1 year of work experience in the field preferred. (Freshers are not encouraged to apply)Proficiency in Data Entry:Experience in data entry, particularly in health programs/ TB and HIV programs, is required.Familiarity with health information systems such as DHIS2, OpenMRS, or similar platforms is highly desirable.Should know how to use computer, send and receive official emails, use of MS office basics and use internet for official purposes.Experience of data entry in other projectsLocal hires preferred (from the same province)Should have a functional basic smart phone to communicate – with functions of SMS, WhatsApp, Phone calls at least.Computer Proficiency with particular strength in:using Microsoft Office -including Excel Willing to learn/ Adaptability to databases using excel and/or access IT Knowledge:Basic knowledge of IT asset management, troubleshooting, and system security maintenance.Attention to Detail:Strong attention to detail to ensure data completeness and accuracy.Time management: Ability to manage time efficiently and meet reporting deadlines.Analytical thinkingExcellent communication skills to collaborate effectively with PHAs, clinic staff, and the other team membersGood interpersonal skillsTeam Player and able to relate with government partnersKnowledge of data protection, ethical reporting and data management practices as per PNG’s ICT lawsWorking Environment / Conditions
The candidate must be capable of working in challenging environments, such as Provincial Health Authorities or provincial hospitals with space constraints, collaborating with partners, key population groups, including provincial and national government officers, TB patients (including those with MDR TB), and community members.
