Jhpiego Rwanda is hiring a Psychologist Advisor for the USAID-funded Reaching Impact, Saturation, and Epidemic Control (RISE) Project in Rwanda. The Psychologist Advisor will be a subject matter expert in mental health and psychosocial support (MHPSS), particularly in the context of outbreak preparedness, response, and recovery. This individual will have significant experience in global health emergencies, trauma-informed care, or related psychosocial programs. In this role, the Psychologist Advisor will report to the Technical Director of the RISE Project and will be based in Kigali, Rwanda.

Responsibilities
Program Design and Implementation
• Develop and oversee comprehensive psychosocial support programs for Marburg Virus Disease (MVD) recoveries, including:
o Mental health screenings and assessments.
o Counselling services tailored to trauma, stigma, and grief.
o Peer support and community reintegration initiatives.
• Design evidence-based interventions addressing the unique psychological impacts of MVD outbreaks.
• Ensure integration of psychosocial components into broader outbreak response and recovery care programs.
Technical Support and Capacity Building
• Train healthcare workers, counsellors, and community volunteers on best practices in MHPSS during outbreak response.
• Develop culturally appropriate materials and protocols for psychosocial care in MVD settings.
• Provide guidance for managing secondary trauma and stress among frontline workers.
Recovery and Community Engagement
• Support MVD recoveries by addressing mental health needs, rebuilding trust, and reducing stigma.
• Facilitate community-based initiatives to promote recoveries reintegration and counter misinformation.
• Advocate for recovery-centric approaches in the design and implementation of outbreak response activities.
Monitoring, Evaluation, and Reporting
• Create tools and methodologies to monitor and evaluate psychosocial interventions.
• Analyse program outcomes and recommend improvements to enhance effectiveness.
• Prepare detailed reports for stakeholders, summarizing program achievements, challenges, and lessons learned.
Collaboration and Advocacy
• Act as a liaison between Jhpiego, government health departments, NGOs, international health organizations, and other stakeholders involved in mental health.
• Collaborate with Rwanda Biomedical Center (RBC), multidisciplinary teams, including public health officials, epidemiologists, and clinical care teams, to ensure an integrated response.
• Advocate for the inclusion of MHPSS as a core component of MVD and other Viral Hemorrhagic fever (VHF) preparedness and response efforts.
• Represent the organization in national and international forums to share insights and best practices in outbreak-related psychosocial care.
Policy and Program Development:
• Assist in the development of policies and programs aimed at enhancing MVD and other VHF recovery program.
• Develop new/Review evidence-based clinical training materials, job aids and curricula, supervisory systems and other training materials needed for implementation of the MVD RISE project to meet the needs of USAID and the Government of Rwanda.
Required Qualifications
Education: Master’s or Doctoral Degree in Clinical Psychology, Counselling Psychology, or a related mental health fields.
Experience:
• Minimum of 7 years of relevant experience in mental health programming, particularly in outbreak or emergency contexts.
• Proven track record of implementing survivor or recovery support programs.
• Technical Skills:
• Knowledge of global mental health frameworks such as the IASC Guidelines on MHPSS.
• Ability to work in high-pressure, multidisciplinary settings.
• Proficiency in monitoring and evaluation of mental health programs.
Other Skills:
• Strong analytical skills with the ability to interpret and communicate complex data effectively.
• Excellent organizational and project management skills, with attention to detail.
• Ability to work in a multicultural environment and build collaborative relationships with diverse stakeholders.
• Strong verbal and written communication skills in English; knowledge of other languages relevant to the region is a plus.
• Experience with a mix of practical technical skills in GHS necessary for strengthening service delivery at the regional, national, clinical and community-level
• Experience working with Senior MOH Officials and dignitaries, executives of NGOs, FBOs, CBOs, No-Profit business community and senior members of the donor community;
• Demonstrated a depth understanding of Rwandan healthcare system, particularly the Public health system
• Language requirement: (Fluent) speaking/reading English, French and Kinyarwanda preferred
• Strong skills in Office 365
• Familiarity with USAID or other USG regulations and compliance and reporting procedures and systems;
• Ability to travel 50% of working time
