PRO-telligent, LLC, a Tetra Tech Company is seeking a Part-Time On-Call Senior Advisor to serve during both Capture and Proposal phases and provide the expertise necessary to secure The Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) Contract responsible for leading the U.S. Department of Defense's (DOD) efforts related to research and development, advanced technology, developmental test and evaluation, production, logistics, installation management, military construction, defense procurement, acquisition policy, environmental and nuclear security, chemical and biological matters, operational energy plans and programs, corrosion policy and oversight, human capital initiatives, as well as small and disadvantaged business management. To accomplish this mission, OUSD(A&S) requires administrative, analytical, and strategic communication support services. Provision of such services to OUSD(A&S) is the primary focus of this opportunity.
The Senior Advisor will focus on evaluating current incumbent performance, identifying optimal contract management systems, and developing strategic differentiators to position the company as a competitive bidder.
Duties and responsibilities include, but not limited to:
1. Incumbent Performance Analysis:
o Research and evaluate the performance of the incumbent contractor.
o Identify areas where the incumbent’s performance has not met expectations or where operational inefficiencies exist.
o Out-brief on performance deficiencies, including potential vulnerabilities and opportunities for differentiation.
2. Systems Analysis for Large-Scale Contract Management:
o Research and recommend optimal systems and tools for managing this large-scale contract in alignment with the needs of OUSD(A&S).
o Evaluate current industry best practices for contract management and their applicability to the target contract.
o Identify opportunities to integrate advanced technologies or methodologies to enhance contract performance.
Must be a U.S. Citizen Must possess & maintain an active Secret U.S. Government Security Clearance Must have mastery of the day-to-day operations within the Office of The Under Secretary of Defense of Acquisition and Sustainment (OUSD(A&S)) Must have a bachelor's degree from an accredited University Must have at least five (5) years’ experience in program management experience.
