The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level Manager/executive; it is not a continuing position and assignment duration is 36 months. Responsibilities DUTY 1 Performs career broadening assignments to include the planning, organization, direction, and evaluation of a public affairs function with broad applicability, ensuring that public affairs activities comply with legal and regulatory requirements and meet customer needs. DUTY 2 Performs career broadening assignments to include managing broad programs, special projects, and initiatives with responsibility for researching, planning executing, and evaluating complex public affairs operations, programs, policies, and strategies of significant local importance. DUTY 3 Represents the organization with a variety of councils, boards, working groups, and panels inside and outside the agency, including major command, and other governmental, nongovernmental, public, civic, service, industry, business, educational, entertainment, think tank, and media organizations. DUTY 4 Carries out special projects and assignments designed specifically to meet the broadening intent of the position. Participates in policy formulation; advises on the potential public reaction to proposed policies, plans, and actions; and plans, organizes, and evaluates communication strategies, goals and objectives, programs, products, and materials. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of communication concepts, principles, policies, practices, methods, applications, techniques, standards, and trends applicable to researching, planning, developing, coordinating, leading, and evaluating broad public affairs and visual information programs and stratifying requirements, strategies, and assets to perform the mission. Knowledge of missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. 2. Skill in gathering and evaluating data to arrive at valid conclusions and offer meaningful recommendations. 4. Skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate agency positions; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts by concerned publics; to negotiate complex issues, programs, and functions with people having varying levels of understanding; and to maintain good working relations. 5. Planning skills and ability to independently manage short and long-term projects and to cultivate and sustain positive working relationships to project completion. 6. Ability to evaluate and assess program effectiveness at all echelons of command and prepare reports on accomplishment of program objectives. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items.
