This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DOD. About the Position: This position is located with the Army Sustainment Command, Office of Communications and Engagement, Rock Island Arsenal, IL. Responsibilities Applies an in-depth knowledge of all aspects of public affairs, including internal and external information, social media, strategic planning and community relations. Oversee the content, design and management of the command's intranet and internet, and social media platforms. Edits, writes, and/or condenses articles for publications using appropriate journalistic style tailored for the publication and audience. Establishes policies and processes and the requirements for selecting equipment and software for the efficient management of the web site. Executes communication plans, advises leadership, and determines the most effective channels of communication for specific programs, to include new and innovative electronic methods. Manages the planning, development, preparation, production, and distribution of continuing and special command information products. Makes recommendations to senior leaders on web-based strategies and tactics to inform the general public and inform potential customers concerning ASC’s mission and capabilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as planning/organizing a command's Public Affairs Program to disseminate information to internal and external audiences; facilitating effective communication with military and civilian personnel, families, and external audiences to enhance understanding of and support of an organization, to include managing social media; developing and implementing Command strategic/operational communication plans that integrate/support the Command's strategic mission, vision, and goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Salary includes applicable locality pay or Local Market Supplement.
