Public Assistance Project Manager

Tetra Tech’s Disaster Response Division currently has an opportunity for a Project Manager. This is a REMOTE position for someone who resides in Hawaii.  This role will also require travel when necessary.   

Responsibilities will include:

Serves as Primary Point of Contact between client, stakeholders, and project team, and provides good customer service to applicants through prompt follow-up and a professional demeanor Manages the overall operation and direction of the program or project and determines and defines project scopes and objectives Predicts resources needed to reach objectives and manages resources in an effective and efficient manner Prepares budget based on scope of work and resource requirements, maintains project work plan, and tracks project costs in order to meet Tetra Tech financial goals Provides written and oral reports to contract management and client representatives and provides project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress Manages contracts with vendors and suppliers by assigning tasks and communicating expected deliverables Develops strategies for achieving project goals and objectives and monitors progress and adjusts as needed Measures project performance to identify areas for improvement Provides strategic guidance to team and leads internal meetings Reviews and approves project SOPs, Org Charts, and staffing changes Reviews and approves employee’s payroll and time and attendance requests Utilizes industry best practices, techniques, and standards throughout entire project execution Other duties and responsibilities as assigned

Additional tasks may include (for FEMA PA support specifically):

Provides customer service to assigned applicants throughout the FEMA Public Assistance grant management process Works with the FEMA PA Site Inspector Task Force Leader and PA Program Delivery Task Force Leader to coordinate effective, efficient, and accurate delivery of grant funding Coordinates with numerous stakeholders, such as recipients and subrecipients, to complete submission of FEMA PA grant application Oversees FEMA Grants Portal application process to enter, update, and retrieve grant information Follow applicable local, state, tribal, territorial, and Federal regulations on grant eligibility and works with Tetra Tech Subject Matter Experts to communicate changes to program requirements and their potential affects to client’s goals Reviews project recommendations to develop RFI’s with the requisite questions, documentation, and strategy/course of action with FEMA leads and transmits to Client Provides technical assistance regarding FEMA and related funding sources and assists with eligibility determinations based on data received.

Qualifications:

7+ years of FEMA Public Assistance Grant Experience Strong proficiency in Microsoft Excel with the ability to utilize Excel functions to increase efficiency Self-motivated, organized, detail oriented, excellent verbal and written communication skills, and objective Flexible, able to immediately adapt to changing priorities Associate or bachelor’s degree preferred Prior FEMA public assistance experience as a Program Delivery Manager (PDMG) including Grants Manager and Grants Portal experience, and direct contact with clients and recipients preferred
