Duties Description The Public Health Field Services Representative 2 will be in the Bureau of HIV/ Sexually Transmitted Infection Field Services (BHSFS) within the Division of Epidemiology, Evaluation and Partner Services (DEEP) and will serve in the Central Islip Regional Office. The incumbent will coordinate and participate in program planning and implementation activities, including contributing to and coordinating the development of policies and procedures; coordinate and monitor the day-to-day activities of the HIV and Sexually Transmitted Infection Field Services program in the regional office; coordinate and monitor activities for established regional monitoring and outcome evaluation plan to ensure compliance with goals and objectives of BHSFS and DEEP; supervise and train staff tasked with interrupting transmission networks and ensuring patients are linked to care and treatment and that partners receive education, disease screening and treatment; represent the BHSFS, DEEP and the AIDS Institute; and perform other appropriate related duties.
Minimum Qualifications Permanent Transfer: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Public Health Field Services Representative 2, Grade 23; OR current NYS Department of Health employee with one year or more of permanent or contingent-permanent competitive service as a Public Health Representative 4, Grade 23 and eligible to transfer under Section 70.1 of the Civil Service Law.Provisional: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive service as either a Public Health Field Services Representative 1, Grade 18 or a Public Health Representative 3, Grade 18. NY HELPS: A bachelor's degree in behavioral health/science, biochemistry, biological science, biology, biostatistics, biotechnology, chemistry, community health, counseling, education, epidemiology, health administration, health communication, health education, health promotion, health science, health and wellness, human services, humanities, infection control/prevention, microbiology, molecular biology, nursing, nutrition, occupational health, physical therapy, physics, pre-med, psychology, public health, public policy, social work, sociology, statistics, or substance abuse counseling AND three years of professional experience performing on-site public health program and service reviews, including provision of technical assistance, education, and outreach activities to ensure compliance with State and federal public health laws, rules, regulations, and guidelines. One year of the experience must have been at a supervisory level.Substitution: A master's or higher degree in behavioral health/science, biochemistry, biological science, biology, biostatistics, biotechnology, chemistry, community health, counseling, education, epidemiology, health administration, health communication, health education, health promotion, health science, health and wellness, human services, humanities, infection control/prevention, microbiology, molecular biology, nursing, nutrition, occupational health, physical therapy, physics, pre-med, psychology, public health, public policy, social work, sociology, statistics, or substance abuse counseling may be substituted for one year of non-supervisory professional experience.Preferred Qualifications: Master’s degree in Public Health or a related field. At least two years of HIV/STD related experience or knowledge in HIV/STD testing, partner services, prevention, and surveillance. At least one year of experience with program or project management. At least one year of experience in the coordination of continuous quality improvement activities. At least three years of supervisory experience.
Additional Comments Full-time, permanent or provisional, competitive position. Transfer candidates may be asked for the first four digits of their social security number to determine eligibility. Frequent and unanticipated travel, including possible overnights and travel to areas that may not be served by public transportation, will be required (30%). Candidates must have a valid NYS Driver's License or demonstrate they can meet the travel requirements for the position. If three or fewer NYS Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employee must have one year or more of permanent or contingent-permanent, competitive service as a Public Health Field Services Representative 1, Grade 18.This position is part of the NYS HELPS program. No examination is required. This position may require travel throughout New York State including overnights to areas not served by public transportation.For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
