Summary This is a public notice for FAA authorized Environmental Protection Specialist (0028) positions open to U.S. Citizens. Positions may be announced for FV-G through K or grades FG-7 through 15 to support the Infrastructure Investment and Jobs Act 2021. Responsibilities This series includes positions the duties of which involve: (1) Providing advice and assistance to state and local government agencies on matters relating to the development, execution, and maintenance of adequate environmental protection plans and programs, and the development and review of related grant proposals; (2) Reviewing, analyzing, and recommending modifications where necessary, of plans developed by states to implement various provisions of Federal environmental standards; (3) Developing and analyzing data and preparing reports relating to the responsiveness of implementation plans for state environmental protection programs, the type and level of local and regional environmental planning, and similar activities; (4) Reviewing, analyzing, and coordinating preparation of, or preparing comments on environmental impact statements; (5) Developing and/or analyzing proposals for new or revised environmental protection regulations and determining their impact on air, water, and land resources; and (6) Conducting studies to identify environmental problems, and performing analytical work that contributes to the effectiveness of environmental plans, programs, and methods. The work requires the exercise of discretion and independent judgment in the application of knowledge of the principles, practices, and techniques of environmental planning and protection. Education - 4-year course of study leading to a bachelor's degree OR 3 years of general experience, 1 year of which was equivalent to at least GS-4 demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work, and convey technical information to a variety of audiences. FV-H. Specialized Experience. At least one year (52 weeks) of specialized experience that is equivalent to the FV-G pay band (or FG/GS 5/7/9 grade level or equivalents in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples may include: applying environmental laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with environmental requirements; application of international aviation policies as they pertain to aviation emissions and fuels; supporting research and development projects aimed at mitigating aircraft emissions or improving fuel efficiency; participating in the review of federal actions for compliance with the National Environmental Policy Act (NEPA) and related regulatory guidance; participating in conducting environmental studies and analyses related to the environmental effects of space launches, reentries, and site operations; assisting in the preparation of technical documentation for special purpose environmental laws and regulations, such as those related to cultural resources, threatened and endangered species, noise, water quality and wetlands, and air quality. FV-I. Specialized Experience. At least one year (52 weeks) of specialized experience that is equivalent to the FV-H pay band (or FG/GS-10/11/12 grade level or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: synthesizing work products across a wide variety of environmental disciplines; developing and editing complex technical documents for dissemination to internal/external audiences; applying knowledge of conducting environmental studies and analyses related to the environmental effects of space launches, reentries, and site operations and reentry operations; preparing technical documentation for special purpose environmental laws and regulations, such as those related to cultural resources, threatened and endangered species, noise, water quality and wetlands, and air quality as applicable to related orders or notices (i.e. FAA Order 1050.1 F, Environmental Impacts: Policies and Procedures). FV-J. Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FV-I pay band (or FG/GS-13 grade level or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: synthesizing the written work products across a wide variety of environmental disciplines; editing technical documents, and write for a wide audience so that complex issues can be conveyed to the general public; overseeing the environmental regulatory process, including scoping, public participation and public notice and the ability to communicate this process to others; reviewing integrated noise modeling and/or establishing noise contours; reviewing air quality assessments; evaluating historic/architectural/archeological/cultural reviews, Endangered or Threatened species reviews, and/or wetland delineations and mitigation measures. FV-K. Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FV-J pay band (or FG/GS-14 grade level or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: representing the agency on domestic and international matters and technical committees concerned with aviation environmental issues such as noise, emissions, and fuel consumption; providing policy recommendations and operational guidance on environmental and energy conservation matters pertaining to aviation operations within the National Airspace System; overseeing the development of aviation environmental noise and emissions long-range policy and operational objectives; and establishing priorities for research and development programs, and special studies to advance aviation environmental protection and energy conservation, including the areas of aircraft noise and sonic boom, emissions from aircraft engines and aviation-related ground sources/support facilities, climate change and adaptation, and alternative aviation energy sources and use.
