Duties Description The Public Participation Specialist 2 (PPS2) will serve as the supervisor of the Outreach Section in the Division Direction Bureau of the Division of Lands and Forests. This position will be focused on developing and implementing public outreach strategies that support the Division's goals, including the Governor’s initiative to plant 25 Million Trees by 2033 and New York State’s 30x30 commitment to support the national goal of conserving 30% of United States lands and waters by 2030. The PPS2 will oversee the Division’s public communications, internal collaboration, and external engagement efforts to ensure consistent, high-quality outreach products, events, and public participation programs.The ideal candidate will possess strong leadership, communication, and project management skills to coordinate outreach activities, supervise staff, and collaborate effectively with internal and external stakeholders.Duties will include:1.Supervision and Leadership:•Direct and supervise staff within the Outreach Section, assigning duties and monitoring performance to ensure timely and effective completion of projects.•Provide clear guidance and training to staff on outreach policies, procedures, and standards, and ensure consistent voice and tone across outreach materials.•Establish clear expectations and monitor progress on assignments to ensure alignment with Division priorities.•Address conflicts, resolve challenges, and facilitate teamwork within the section and across the Division.•Promote a collaborative and efficient work environment to achieve outreach goals.•Act as the primary liaison for outreach coordination with the Division of Communication, Education, and Engagement (DCEE), program staff, Division Direction, Executive staff, and external stakeholders.2.Oversight of Outreach Activities:•Oversee the planning, development, and implementation of Division outreach initiatives, including public-facing web content, internal SharePoint (In-Site) pages, newsletters, and social media platforms.•Ensure all outreach materials adhere to DEC branding guidelines and maintain a consistent and professional tone and voice.•Review and approve updates and new content for public websites and internal pages, ensuring accuracy, relevance, and compliance with agency standards.•Lead the coordination of Division participation in high-profile events such as the New York State Fair and public meetings.•Facilitate public meetings, workshops, and training sessions, ensuring professional execution and meaningful engagement.3.Content and Communications Management:•Review outreach materials ensuring high-quality, grammatically correct, and engaging content for print and digital publications, and alignment with DEC branding and communication standards.•Provide detailed editing, proofreading, and guidance to staff to ensure accuracy, quality, and consistency in messaging.•Supervise responses to public inquiries, including those received through social media, email, the Commissioner’s Correspondence Unit (CCU), and the Forest Health Information Line.•Oversee the preparation and review of press releases, newsletters, and fact sheets to ensure timely and effective dissemination of information.4.Planning, Evaluation, and Reporting:•Oversee development of work plans for outreach projects, establishing timelines and deliverables.•Track progress and provide timely updates to program staff and stakeholders.•Prepare reports summarizing public participation efforts, including event outcomes and feedback.•Assess the effectiveness of outreach efforts and implement improvements as needed.5.Administrative and Logistical Oversight:•Maintain and manage inventory of outreach supplies and materials, ensuring they are readily available for events and requests.•Ensure the Division adheres to established protocols for print production, graphic design, and outreach product development.•Assist with budget preparation and resource allocation for outreach initiatives.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Either 1. a bachelor's degree in environmental planning; environmental science; environmental studies; natural, biological, or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism; AND THREE YEARS of professional experience developing technical presentations; planning and facilitating public meetings; presenting training or educational materials; or implementing public involvement programs;Or 2. an associate's degree in environmental planning; environmental science; environmental studies; natural, biological, or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism; AND FIVE YEARS of experience developing technical presentations; planning and facilitating public meetings; presenting training or educational materials; or implementing public involvement programs.Substitution: A master's degree in environmental planning; environmental science; environmental studies; natural, biological, or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism can substitute for one year of experience.Competitive qualifications:Reassignment - Currently in the title and an employee of DECorReinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and eligible for transfer in accordance with Civil Service law.
