Roche, a leading healthcare company with a rich history spanning 125 years, is seeking a Public Policy Partner to join our Pharma team in Kazakhstan with responsibility for all Central Asia (Kazakhstan, Uzbekistan, Kyrgyzstan, Mongolia etc.). Public Policy Partner will be working closely with system-level healthcare stakeholders such as policy makers, regulators, and payers. Public Policy Partner identifies shared purpose and value, co-creates solutions and co-implements them across ecosystems, indirectly impacting outcomes for thousands of patients.
Purpose Statement:
The Public Policy Partner for Central Asia will play a critical role in shaping and influencing healthcare policies to ensure patient access to innovative medicines. The role involves creating value-based partnerships, advocating for favorable healthcare reforms, and driving initiatives that align with Roche's commitment to advancing healthcare systems. Collaborating with internal and external stakeholders, this position requires strategic thinking, strong relationship management, and a deep understanding of the healthcare and political landscape in Central Asia.
Key ResponsibilitiesGovernment Relations
Create and develop mutually beneficial partnerships and arrangements with customers, alternative funding sources, business enterprises with corporate social responsibility programs, and healthcare actors by identifying, researching, analyzing, and negotiating strategic alliances.
Identify and pursue opportunities to expand into new disease areas and secure funding sources for healthcare initiatives.
Maintain relationships with Health Authorities, industry associations, allied organizations, and other stakeholders in Central Asia and the global health landscape by addressing queries and fostering continuous engagement.
Monitor, propose, and respond to relevant legislation and regulations, collaborating with cross-functional teams and industry associations to achieve policy and market access objectives.
Work closely with internal teams to develop and implement policy influence plans, ensuring alignment with Roche's priority outcomes and creating mechanisms for accelerating product performance post-reimbursement.
Represent Roche at industry associations, events, and government meetings, contributing to the development of a government relations and external engagement strategy for the region in collaboration with the GR & Communications Enabler.
Build and nurture internal networks across cross-functional teams to drive the achievement of strategic outcomes and work package goals.
Requirements
Bachelor’s degree in Medical, Pharmaceutical, Legal, Economic, Marketing, MBA, Public Relations, or a related field.
At least 2 years of experience in the healthcare industry (pharmaceuticals or medical devices);
Previous government affairs experience or work within government institutions is a strong advantage.
Proven ability to leverage external insights and relationships to co-create solutions, influence systemic change, and enhance clinical practice
Strong analytical skills to interpret complex datasets and provide strategic recommendations in ambiguous situations
Excellent negotiation skills and a proactive approach to anticipating and addressing emerging issue
Excellent written and verbal communication skills in Russian, English and Kazakh.
A strong interest in innovation trends and the ability to collaborate across sectors and with external stakeholders to advocate for transformative healthcare policies
Established networking connections at national, regional, and Central Asian levels.
Willingness to travel.
