**Responsibilities:**
GENERAL PURPOSE:
Protects the organization's employees, properties and all items of value on premises from any preventable harm or danger. Develops security policies and procedures that comply with government guidelines and standards. Conducts investigations to protect organization assets. Provides support services as assigned in the areas of Staff Development/Training, Crime Prevention/Victim Assistance, or criminal and non-criminal investigations to staff, students, the University community, visitors, and other affiliated organizations.
**ESSENTIAL FUNCTIONS**
+ Establishes and oversees the procedures and practices for a specialized service activity. Recommends new or revised practices and procedures. Collects data, prepares written reports and recommends courses of action. Consults with departmental staff, University community members and outside resource persons to determine changing security needs and makes appropriate adjustments in services provided. Develops departmental procedures, training bulletins and memoranda. Answers correspondence and inquiries involving the interpretation of departmental policy, regulations, and procedures. Compiles and analyzes statistics and prepares reports for publication.
+ Develops and implements programs to educate the community about personal safety strategies. Investigates, resolves and recovers properties lost through theft or negligence. Coordinates department plans to conduct ongoing staff training required to meet professional standards and regulatory requirements. Participates in planning meetings, conferences, and assists with coordinating the arrangements and preparation of program literature, brochures, and other materials. Represents and serves as spokesperson for Director or other functional departmental head in communicating departmental objectives and initiatives, as directed. Participates in planning, organizing and implementing special assignments and projects. May serve as Security Supervisor and perform all the duties associated with that position.
+ Reviews, evaluates, recommends and implements current, in-service, and new training programs. Supervises and conducts classroom training programs for newly-hired security staff. Reviews, maintains, and prioritizes training materials and seminars for department employees. Creates departmental forms and reference materials. Researches, develops and compiles educational materials for staff. Administers and coordinates validated testing and pre-employment screening procedures for entry level officer positions.
+ Develops and conducts crime prevention education presentations to faculty, staff and students. Conducts comprehensive building and premise security surveys for the purpose of risk identification and evaluation. Conducts research and provides designs and specifications for protective and security systems, including Blue Light Emergency Phones, alarms and locking systems. Supervises installation and maintenance of electronic systems. Develops safety bulletins and other publications designed to inform the University community of criminal activity and safeguards. Works closely with Facilities planners and project managers to evaluate the environmental design features of building architecture and surrounding landscape concepts from personal safety, general security and risk management perspectives.
+ Acts as primary responder and coordinator of emergency and follow-up victim support services to University of Rochester community members and their immediate friends/families, including counseling support and temporary housing/transportation. Facilitates their use of other University of Rochester offices rendering services such as emergency travel arrangements and court appearances. Evaluates requests and recommends action for keys and other control measures to provide specialized access or restrict entry into University facilities.
+ Interviews victims, witnesses, complainants and suspects in order to obtain information used in determining culpability for criminal, civil or administrative sanctions; the recovery of stolen property; the preparation of depositions and confessions. Demonstrates extensive knowledge in the use of interviewing and investigative techniques. Exercises discretion in determining the content, scope and extent of interrogation(s) while observing civil rights and privileges of persons interviewed. Conducts investigation of crimes against persons. Inspects the scene of criminal activity, motor vehicle accidents with injuries, suspicious fires and bomb threats in order to detect and gather evidence used in the apprehension and prosecution of offenders. Confers with local, state and federal law enforcement officials and district attorneys to convey and obtain information relevant to the conduct of an investigation. Analyzes evidence in order to deduce the causes of incidents, the identity of offenders and other relevant factors. Investigates the background of prospective staff and the alleged misconduct of University employees.
+ Keeps abreast of contemporary trends as they relate to the field by reviewing professional literature and by participating in seminars and conferences.
**MINIMUM EDUCATION & EXPERIENCE**
+ Bachelor's degree and 3 years of administrative experience required
+ Or equivalent combination of education and experience
