Public Service Manager 2 - Bureau Chief (School Improvement)

The Bureau Chief of School Improvement will lead the School Improvement Bureau, providing leadership to the bureau and working across the division and agency with other leaders.
Your Responsibilities:
+ Direct the preparation of the budget for the bureau, approve the utilization of funds, assign funding priorities, and assure that program requirements are addressed through resource allocation.
+ Direct and coordinate the activities of the staff assigned to the Bureau.
+ Supervise and evaluate all bureau staff.
+ Provides direct supervision for the accreditation process for all Statewide Voluntary Preschool Programs (SWVPP), local school districts, accredited nonpublic schools, and collaborate with the Division of Special Education on Area Education Agencies (AEAs). These processes include the Differentiated Accountability monitoring and improvement process, which includes desk audits, data reviews, and tiered support for schools and AEAs annually.
+ Oversees the implementation of state laws related to accreditation and school improvement, such as the development and review of all comprehensive improvement plans and annual progress reports, and approval of waiver requests.
+ Directly supervises the work of the school improvement consultants who specialize in competent private instruction, school district reorganization, whole grade sharing, open enrollment, virtual schools, and charter schools. Provides guidance on leveraging policy to increase educational equity.
+ Oversee the supports provided for continuous improvement to local schools and school districts through supporting implementation of statewide improvement initiatives. This includes supporting the use of the continuous improvement process and self-assessment of MTSS implementation. Coordinate and help support site visit for ESSA comprehensive schools and regional trainings for ESSA targeted schools.
+ Reports to the Division Administrator on program needs, implementation issues, and accomplishments for all programs listed above. Provides advice on any major policy issues associated with such programs including relationship to agency goals, State Board priorities, and legislative agendas.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
