Public Utilities Specialist (Contracts and Energy Services)
Summary This position is part of the WAPA-SNR-Sierra Nevada Region. As a Public Utilities Specialist (Contracts and Energy Services), you will develop, negotiate, and administer contracts to provide premier power and transmission services; develop and implement marketing programs for the sale or purchase of power related products and services; implement administrative principles and procedures; provide field assistance to inform customers regarding marketing and Energy Services programs. Responsibilities As a Public Utilities Specialist (Contracts and Energy Services) at the full performance level, you will: Develop and prepare contracts, amendments, letters of agreement, related correspondence, reports, studies, and contractual analyses for consideration and approval. Maintain positive customer relationships through personal visits, telephone conversations, and correspondence. Act as a WAPA representative visiting with customers on a regular basis. Gather information regarding customer difficulties and concerns with agency policies and respond to them in order to maintain customer support for the agency's power marketing program. Manage the Regional Integrated Resource Planning (IRP) program. Evaluate and review simple and complex IRPs for acceptance and ensure they comply with applicable regulations. Perform contract administration activities to ensure compliance with contract terms, conditions and WAPA policies. Identify and prepare required changes or modifications as a result of changing conditions. Interpret contract terms for regional personnel to ensure contract compliance and obligations are understood. Develop, negotiate, and review complex contracts for electric service. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. For the GS-09: Must have one year of specialized experience equivalent to the next lower grade level [GS-07] in the Federal service. This experience includes all of the following: Writing grammatically correct documents, including letters, research papers and/or contracts. Providing positive written, verbal and in-person customer service experience. Performing various research. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination: A combination of specialized experience and graduate education that together meet the requirements of this position. For the GS-11: Must have one year of specialized experience equivalent to the next lower grade level [GS-09] in the Federal service. This experience includes all of the following: Development and administration of contracts or agreements that involve the ability to write binding technical documents between parties. Multi-tasking on several types of contractual projects that involve researching, analyzing, and writing technical documents, and demonstrates positive written, verbal and in-person customer service experience. Working with the public and developing working relationships with internal and external customers. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: A combination of specialized experience and graduate education beyond the first two years of graduate study that together meet the requirements of this position. For the GS-12: Must have one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. This experience includes al of the following: Development, negotiation and administration of contracts or agreements that involve the ability to write binding technical documents between parties preferably in the electric power industry. Multi-tasking on several types of contractual projects with various deadlines that involve researching, analyzing, and writing technical documents, and demonstrates positive written and verbal customer service experience. Researching a variety of legal and contractual subjects preferably related to the utility industry. Working with the public, developing working relationships, and negotiating with internal and external customers. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
