Overview **This position is physically located in Kuwait in support of LOGCAP** Under the general guidance/ supervision of the Accounts Supervisor and direction of the SSD Manager, the Publications Specialist will oversee the daily operations of the Forms/Publications and Reproductive Services sections of IMD. The Senior will ensure all Performance Work Statement (PWS) requirements are met IAW with established department guidelines and procedures. Provide publications and reproduction support for all of the ASG-KU AOR. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. Prioritize and assign work to achieve maximum efficiency while maintaining quality service and ensuring the primary requirements of the performance work statement (PWS) are being performed by employees IAW with Department and Safety guidelines/procedures. Responsible for establishing a flexible and rigid training program that ensures employees are crossed trained in the operations of the Publications/Forms and Reproduction AOR; ordering and issuing publications IAW the PWS and TE’s as well as submitting monthly CDRL’s and identifying forms being converted to electronic media (EMO) and report changes through the COR for changes to the PWS. Ensure a 100% monthly inventory is conducted of all forms stored and on hand in the warehouse. Participate in the development and updating of the section Standard Operating Procedure (SOP); work instructions (WI); and forms. Make contact with customers to resolve issues and to coordinate collection of requested items. Ensure all Contract Data Requirement Lists (CDRL) are submitted on the last work day of each month to the SSD Manager for submission to the COR and ACO. Order manuals through AEPUBS and maintain Electronic Technical Manuals (ETM) for the US Government. Maintains communication Army Europe for urgent requests of forms or publications. Maintains accountability of GFE equipment assigned to the work area Perform other duties as assigned. Qualifications MINIMUM QUALIFICATIONS: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. High School diploma and a minimum of 3 semester hours above high school English from an accredited school. Graduate of a Military warehouse, and/or publications school is preferred. Must possess and maintain a valid driver’s license from country of origin for the purpose of obtaining and maintain a valid military or Kuwait Driver’s License. The ability to acquire and maintain a Secret Clearance. Experience: 3-5 years’ experience in office administration and customer service role 2 years supervisory or management experience Exceptional knowledge of DA PAM 25-33 (Users Guide for Army Publications and Blank Forms). Experience with the US Military or Government Contracting environment is preferred. Skills: Must have the ability to read, write and communicate orally in English with a high level of proficiency. Must possess an advanced level of computer skills in the use of MS Office (Word, Excel, Power Point and Outlook). Ability to interact effectively with all levels of employees, including supervisory management. Must be able to exercise discretion and good judgment. Possess high-level organizational, planning and critical thinking skills. Must possess excellent customer service skills and a professional demeanor. Be a self-starter who can work well under pressure. Must have excellent interpersonal skills and ability to demonstrate the company’s core ethical values of integrity, respect and responsibility in daily work, activities and interactions with coworkers and internal/external customers. SUPERVISORY/BUDGET RESPONSIBILITIES: Directly responsible for two (2) - four (4) personnel. Will create weekly and monthly reports for the Branch, Department and Senior Management as requested. Will interact with contractor personnel, military customers and local service providers as the subject matter expert (SME). MATERIAL & EQUIPMENT DIRECTLY USED: Personal computers, copiers, scanners, printers and other general office related equipment. Operates non-tactical vehicles as required. WORKING ENVIRONMENT: Work is generally conducted in an office environment. However, duties may involve working in the out doors with a potential exposure to extreme climatic conditions, specifically desert heat. Employee use of personal protective equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices. Must comply with OSHA, EPA, Fire and Safety Regulations and published company work rules. Must be able to lift/push/pull 60 lbs. Working environment will be 90% indoor, 10% outside. The outside work environment will also be very hot due to conditions within the region. PHYSICAL ACTIVITIES: Must be able to perform normal office related physical activities, to include standing, sitting and squatting. Must have the ability to lift 60 pounds if/when required. In addition, visual acuity, hearing and speaking requirements would be considered.
