Publicly Available Information (PAI)/Sino-Russian Subject Matter Expert (SME)Pentagon/Fort Belvoir, VA **Requires US Citizenship** **Employment Term and Type:** Regular, Full Time **Required Security Clearance:** TS/SCI **Required Education:** Masters **Job Description:** The United States Marine Corps (USMC) Vandegrift Team (VT) is seeking a senior-level Sino-Russian subject matter expert (RED SME) to play a vital role as the key "pacing threat" authority for VT's ongoing work in support of the Deputy Commandant for Information (DC I). The VT RED SME is expected to offer support across all lines of effort to provide a Sino-Russian perspective on current and future USMC service-level operations, activities, & investments (OAIs). This support includes the regular monitoring & synthesis of classified & unclassified data streams, the production of source-language derived reports on enduring & emerging Russian & Chinese narratives, perspectives, & objectives, & the communication of the same to key VT partners & allies in the European Command (EUCOM) & Indo-Pacific Command (INDOPACOM) areas of responsibility (AORs), as well as across the broader US Joint Force. **Primary Duties and Responsibilities:** + Formulate, coordinate, & lead the production of weekly, monthly, & tailored reports on emerging Russian & Chinese defense & security issues for senior (& retired) US Marine Corps clients, including Commandant, Marine Corps (CMC), as well as additional EUCOM, INDOPACOM, & Joint Force partners. + Maintain & expand a VT product distribution list to 500+ subscribers across US & Allied Maritime Forces + Provide in-depth professional military education (PME) seminars to the US Marine Corps, Department of Defense (DOD) partners, & foreign allies as necessary + Provide strategic consulting services to Senior & General Officers (to include Service Chiefs & Combatant Commanders) on Russia & China-related OAIs + Maintain & leverage a broad SME network across the US Government (USG), US Intelligence Community (USIC), think tanks/academia, & private industry + Provide translation & simultaneous interpretation services as required **Required Qualifications:** + Active TS/SCI clearance; eligible for CAP/SAP/STO access + 20+ years’ experience in defense, intelligence, cybersecurity, or related fields + Previous experience in Human Intelligence (HUMINT), Signals Intellgence (SIGINT), &/or Open Source Intelligence (OSINT) + Fluency in spoken & written Mandarin Chinese (DLPT 3+) + Competency in spoken & written Russian (DLPT 2 **Desired Qualifications:** + Previous in-country residence in the People's Republic of China (PRC), the Republic of China (Taiwan), & the Russian Federation + Demonstrated track record of briefing large (200+) & small (10+) audiences on pertinent information in both classified & unclassified settings + Demonstrated track record of establishing & maintaining product distribution lists of up to 500+ subscribers via desktop & mobile platforms + Master's Degree or Professional Certification in Management (e.g. Master's of Business Administration [MBA], Project Management Professional [PMP], etc.) + Advanced Degree or Professional Certification in Cybersecurity or related Cyber Operations (e.g. Certified Information Systems Security Professional [CISSP]; Certified Ethical Hacker [CEH]) **Education Requirements:** + Master's degree in international relations with an emphasis on East Asia, Eurasia, International Security, or Information Operations **Physical and Environmental Conditions:** Requires Sitting (66%), Standing (15%), Walking (15%), Near Acuity (100%), Speaking (100%), Listening (100%), Sight (100%), Use of fingers and hands (100%), Travel 5% CONUS. **_This position description is not intended as, nor should it be construed as, exhaustive of all responsibilities, skills, efforts or working conditions associated with this job.
