Summary About the Position: Serves as Purchasing Agent for the Forensic Toxicology Drug Testing Laboratory, Tripler Army Medical Center, Hawaii. Purchasing Agent is responsible for acquisition, procurement, and accountability of specialized scientific equipment and supplies for the department. Receive purchase requests, screen needs for appropriateness, completeness and reasonableness of information and specifications. Responsibilities Solicit cooperation in expediting specialized technically complex scientific transactions. Ensure confidential handling of sensitive scientific documents, materials, and records. Coordinate with Property Book Officers (PBO) for accounting of research and scientific equipment. Schedule preventive maintenance vendor repairs/service. Receive purchase requests. Screen needs for appropriateness, completeness and reasonableness of information and specifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-07: One year of specialized experience which includes experience acquiring equipment, supplies, items, and services using small purchases, delivery orders, purchase orders, contracts, and/or blanket purchase agreements; (2) experience determining the appropriate procedures to use to obtain goods and services to meet basic requirements; and (3) experience using Financial management systems, performing developmental assignments under closer than normal supervision and monitoring. Assignments become progressively more difficult until the next performance level is reached. The instructions are more detailed with the supervisor or higher graded employee providing assistance on difficult and unusual problems. Work is reviewed in progress for assurance of effectiveness and conformance with policy and regulatory guidance. Work assignments involve many different processes and methods in which the incumbent must select and apply established techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06). Specialized Experience for GS-08: One year of specialized experience which includes (1) experience acquiring equipment, supplies, items, and services using small purchases, delivery orders, purchase orders, contracts, and/or blanket purchase agreements; (2) experience determining the appropriate procedures to use to obtain goods and services to meet basic requirements; and (3) experience using Financial management systems such as Simplified Acquisition Procedures (SAP), Wide Area Work Flow (WAWF), Government Purchase Card (GPC), Defense Medical Logistics Standard Support (DMLSS) and General Fund Enterprise Business System (GFEBS), performs developmental assignments under closer than normal supervision and monitoring. Specialized Experience for GS-09: One year of specialized experience which includes acquiring equipment, supplies, items, and services through small purchases, delivery orders, purchase orders, contracts, and blanket purchase agreements; determining the appropriate procedures to use to obtain goods and services that will meet basic requirements and conform to acquisition regulations; and using U.S. Army financial management systems such as Simplified Acquisition Procedures (SAP), Wide Area Work Flow (WAWF), Government Purchase Card (GPC), Defense Medical Logistics Standard Support (DMLSS) and General Fund Enterprise Business System (GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
