**Job Description** **Position Title:** Purchasing Agent I, II, III, or Senior **OPEN UNTIL FILLED** **Department/Location:** Procurement/Bismarck, ND **Company:** Basin Electric Power Cooperative **Position Purpose:** Process and award purchase orders for materials, equipment, repair, and non-personnel services. Backup for other purchasing functions. This position is responsible for processing purchase requisitions. **Essential Functions:** + Process purchase requisitions to provide for the timely availability of materials, equipment, repair, and non-personnel services on a routine and emergency basis to support the Cooperative and subsidiary facilities. Purchase orders, material pricing agreements, procurement credit cards, and other forms of agreements are utilized to complete the purchase requisition process. This position has authority to manage purchase orders independently up to $50,000 in value without supervisory preapproval. + Originate requests for bid documents, including the incorporation of technical specifications provided by internal customers; obtain, open, and evaluate bids; coordinate with supervision and other internal customers to reconcile questions about bids obtained, determine the most beneficial value of bids obtained, and award purchase order or agreements, utilizing systems and documents meeting Basin Electric Power Cooperative’s (BEPC) standard formats and requirements. Expedite purchase orders, as requested, and resolve discrepancies to assist Procurement staff. + Conduct research to identify alternate sources of supply for materials, as directed. + Effectively communicate with customers, co-workers, and suppliers to accurately establish priorities, procure materials, resolve problems and complete assigned tasks efficiently. **Qualifications** **:** **Purchasing Agent I:** + Bachelor’s degree in business administration or a related field; and 2 years of materials management-related experience; or + Associate’s degree in business administration or related field; and 4 years of materials management related experience; or + High school diploma or equivalent (GED or HSED) and six years of materials management related experience, which includes areas such as purchasing, inventory control, warehousing, logistics, or sales. **Purchasing Agent II:** + Bachelor’s degree in business administration or a related field; and 4 years of materials management-related experience; or + Associate’s degree in business administration or related field; and 6 years of materials management related experience; or + High school diploma or equivalent (GED or HSED) and 8 years of related experience in purchasing or contract administration. **Purchasing Agent III:** + Bachelor’s degree in business administration or a related field; and 5 years of materials management-related experience; or + Associate’s degree in business administration or related field; and 7 years of materials management related experience; or + High school diploma or equivalent (GED or HSED) and 9 years of related experience in purchasing or contract administration. **Senior Purchasing Agent:** + Bachelor’s degree in business administration or a related field; and 7 years of materials management-related experience; or + Associate’s degree in business administration or related field; and 9 years of materials management related experience; or + High school diploma or equivalent (GED or HSED) and 11 years of related experience in purchasing or contract administration. Strong knowledge of automated materials systems. **Other Requirements:** + Knowledge of business practices, procedures, and procurement processes. + Good decision-making skills Strong communication and customer service skills. + Negotiation skills and interpersonal skills. + Good interpersonal, verbal and written communication and customer service skills. + Able to handle and prioritize the externally imposed demands of operating plants and construction projects upon a support organization. + Proficient with personal computers and Microsoft Word, Outlook, and Excel. + Knowledge of automated materials systems. + A valid driver’s license. + Resume required. + The above statements are intended to describe the general nature and level of work being performed in this job. It also requires the ability to perform close work, finger dexterity, and hand coordination. This position requires the ability to communicate and must be able to clearly exchange accurate information. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines. Equipment used includes computer, calculator, copier, telephone, and other office equipment.
