Academic libraries have changed a lot over the years and continue to change to meet the needs of patrons and the Marriott Library is no exception. There are many very exciting things happening as we maintain our heritage and history and also move farther into the digital age, which presents some unique challenges and opportunities. This position gives you the chance to be a part of all this and help move things forward by supporting these changes as the Purchasing Manager. This position reports to the Finance Director, is part of the Financial Management Team and heads the Library’s Purchasing department. This position independently reviews, coordinates and determines the course of action for high level, complex Requests for Proposal’s ( RFP ), Requests for Quotes ( RFQ ) and other bidding for the procurement of goods or services. Works with library department heads and vendors on contract terms, interprets procurement policies, laws and codes to ensure that actions are in accordance with University policies and the Utah State procurement code. This position is currently designed as a hybrid of on-campus and remote work. Specific telecommuting arrangements will be based on the needs of the position and authorized at the discretion of the supervisor. The University will not sponsor a work visa for this position. **Responsibilities** Reviews requests from library faculty and staff to purchase items and determine appropriate method of procurement to ensure compliance with University policy and State regulations. Stay up to date on policy and procedural changes as they relate to procurement. Review funding sources and obtain appropriate financial approvals. Work with vendors, staff, campus, departments and other to process orders and to confirm inventory, delivery details, tax compliance, foreign purchase requirements and other details as necessary. Record when purchases are received, ensure items are inventoried and proper documentation is retained for audit requirements. Process returns, refunds, corrections and other issues that arise. Provide support to departments or individuals by tracking order status, tracking invoice payment, etc. Manage the Library’s Purchasing department and supervise the Financial Programs Manager and Buyer. **Minimum Qualifications** Bachelor’s degree in Business, Accounting, related field or equivalency (one year of education can be substituted for two years of related work experience), plus four years of direct purchasing experience required. Proven ability to analyze information and draw conclusions by applying cost analysis techniques and successfully negotiate with others required. Demonstrated human relations and effective communications skills also required. Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description. **Preferences** Ability to work effectively in groups as well as independently. Good communication skills and customer service mindset. Competent in identifying issues, finding a solution using the resources available, making a decision and following through to the end. Experience with managing personnel. Knowledge of the University of Utah’s accounting and purchasing software, primarily UShop.
