POSITION SUMMARY

 

 

It is the function of the Purchasing Manager to support the construction, operations, fabrication, estimating, accounting, and engineering departments by quoting, sourcing, and procuring specified products and/or services from qualified strategic supply suppliers and subcontractors within established company policies and procedures and practices.  He or she will be responsible for determining and making recommendations for the best evaluated procurement solution with respect to cost, quality, delivery, service, and/or national strategic supply partner affiliation.

 

Procurement activities include pricing and purchasing supplies, permanent materials, construction equipment, replacement and repair parts, small tools, leased equipment, and subcontracts for division projects and the fabrication shop.  He or she will be required to prepare written bids, understand strategic partnership agreement terms, and prepare a detailed analysis of multiple bids for use by estimating and project teams. The ability to effectively and strategically negotiate with vendors, suppliers, and subcontractors throughout the process is required.

 

What you’ll do:

Manage and support the purchasing department for the Philadelphia Division. Coordinate and assist project managers, field foremen, and/or shop foremen in procuring goods and services, such as raw materials, equipment, small tools, replacement and repair parts, rentals, supplies and or subcontracts. Work with the fabrication shop to coordinate bulk deliveries of rough products to meet fabrication schedules. Facilitate the timely and accurate preparation of purchase orders, ensuring the proper support documentation is attached, and following up on past-due or incomplete orders. Coordinate purchase order resolution activities between purchasing and accounting to ensure timely and accurate invoice workflow. Assist in compiling and preparing bid documents and bidders list for projects, including inquiry preparations, request for bids, and making recommendations for award of contract. Assist in resolving issues and conflicts related to supplier activities in a professional and unbiased manner. Assist with the vehicle fleet program and enforcement of fleet policy to ensure the efficient and effective use of company-owned and/or leased vehicles. Monitor and report division level Key Performance Indicator (KPI) measurements and manage team performance to maximize success. Develop and maintain strong internal relationships with construction, operations, engineering, accounting, and business development teams, as well as field and shop personnel. Fulfill material requisitions from operations, field, shop, or estimating by pricing, procuring, and ensuring that products and services are ordered at a competitive price and delivered within required timeframes. Work with staff and management to eliminate waste and streamline processes. Evaluate existing and potential suppliers, vendors, and subcontractors, recommending changes or additions, as needed. Review, evaluate, and update existing division level purchasing policies and procedures, in accordance with corporate purchasing policies, making recommendations for enhancements and ensuring compliance. Work with management to identify ways to help the division and the organization achieve national purchasing goals and objectives.

 

What you’ll need to be successful:

 

 

Strong knowledge of purchasing procedures, systems, and best practices. Proven ability to effectively negotiate and procure items in a timely manner. Ability to manage a team of purchasers and associates, providing training, coaching and performance feedback to employees working in multiple locations. Results-oriented individual with the ability to interpret and effectively manage multiple and competing priorities and timelines. Strong product knowledge of pipe, valves, and fittings for plumbing and mechanical systems. Excellent time management skills with the ability to handle multiple projects simultaneously, while planning and executing timely, effectively, efficiently, and accurately. Strong analytical and problem-solving skills. Quality oriented with strong attention to detail. Ability to operate a personal computer using spreadsheet, word processing, database software, and experience using ERP software. (COINS preferred) Ability to work in a continuously improving environment. Ability to work effectively with suppliers, vendors, subcontractors, customers, operations teams, field staff, and accounting in a collaborate environment. Ability to communicate effectively both in written format and oral presentation. Periodic travel may be required to outside offices and or regional projects to build relationships with suppliers in those areas.

 

What you bring to the table:

Bachelor’s degree in Business Administration or purchasing related field from an accredited university preferred. Minimum of eight (8) years of purchasing experience, including construction industry experience. Minimum of five (5) years of leadership experience in purchasing, with proven training, team building, and problem-solving skills.
