Summary
The Quality Assurance Analyst is responsible for performing substantive and technical review of all aspects of public assistance programs. This position is governed by state and federal laws and agency/institution policy.
Functions
Evaluates program services and identifies areas in need of improvement and submits reports. Determines if errors have occurred or documentation is lacking and returns to the Quality Assurance reviewer for corrections. Provides technical assistance by interpreting state and federal policies and procedures related to financial assistance programs. Prepares and presents written error decisions to error committee and explains case details. Responds to challenges to Quality Assurance findings by analyzing finding details. Conducts team training sessions concerning quality assurance audits/reviews. Participates in work groups to identify error reduction methods. Participates in policy development as requested. Develops trend data or special focus reports. Develops state corrective action plans for submission to federal funding agencies. Compiles and prepares reports concerning the various programs and presents the findings to the Quality Assurance Committee for review. Serves as liaison with other state, regional, and national agencies and groups concerning Quality Assurance. May supervise subordinate employees, including interviewing for hire, assigning and reviewing work and conducting performance evaluations. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of supervisory practices and procedures. Knowledge of state and federal laws and agency policies and procedures relating to eligibility for public assistance programs. Knowledge of basic mathematics. Ability to plan, organize, and oversee the work of subordinates. Ability to interpret and apply eligibility guidelines and regulations. Ability to interview, investigate, and document information pertinent to eligibility determination. Ability to review and evaluate casework. Ability to analyze case records to determine compliance with program specifications and recommend appropriate remedial action. Ability to prepare and present oral and written information.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in social work, psychology, sociology, or a related field; plus three years of experience in social service related work, including one year in a leadership or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
