The primary purpose of this position is to serve as a Quality Assurance Specialist, performing Propulsion Quality inspections, analysis, and research, and providing functional and technical support for the Propulsion Quality Assurance Office. Responsibilities Develops, monitors, and directs the Implementation of Quality assurance programs and plans Directs audits/inspections devising procedures and checklists that ensure the utilization of proper methods. Serves as the single point of contact Interprets and applies product specifications, technical data, regulations, policy statements, and other guideline materials. Accurately establishes objectives, priorities, and general procedures for lower graded quality assurance specialists. Assembles and analyzes data for the preparation of charts, graphs, reports, and talking papers, and conducts briefings as required. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Quality Assurance Series 1910. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position is a developmental (GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. or Experience General Experience (for GS-5 positions): Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Monitors procedures, methods, and techniques to ensure acceptable levels of quality improvements to operating procedures to enhance quality assurance programs. Investigates problems areas, verifies root cause of problems as identified by production and coordinates corrective action. Continually monitors procedures, methods, and techniques to ensure acceptable levels of quality. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: master's or equivalent graduate degree or OR 2 full years of progressively higher level graduate education leading to such a degree LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level .The total percentages must equal at least 100 percent to qualify for that grade level. GS 11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes :Thoroughly investigates problems of a critical or recurring nature, reporting major problems as identified by production. Coordinates corrective action, and submits reports to appropriate personnel for review and further action as necessary. OR EDUCATION: Ph.D. or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level. The total percentages must equal at least 100 percent to qualify for that grade level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques. 2. Knowledge of product characteristics and production maintenance, or repair methods and processes. 3. Thorough knowledge of Quality Assurance Specialist procedures for tracking and trending performance indicators and quality data. 4. Knowledge of inspection, audit, sampling, and measurement techniques. 5. In depth knowledge of upcoming Engine Production programs. 6. Thorough knowledge of pertinent DOD, AF, AFMC, OSHA, and local regulations, policies, and procedures. 7. Knowledge of major issues, program goals, and objectives, processes, and administrative operations of the organization. 8. Skill in interpreting and applying specifications, technical data, regulations, policy and other guideline materials. 9. Skill in conducting studies, investigations, problem analysis and developing logical and documented recommendation. 10. Knowledge of standard safety and health practices and established policies and procedures. 11. Knowledge of established quality principles and objectives. 12. Skill in written and oral communications. 13. Skill in establishing effective interpersonal relationships.
