About the Position: This position is located with the Army Sustainment Command, 404th Army Field Support Brigade, Logistics Readiness Center, USMA, West Point NY. Responsibilities Support contract administration and management and performs surveillance, evaluation, and acceptance of contracted services performed. Plans and programs contract requirements and operating budget to fulfill mission requirements. Review and evaluate contractor work processes and deliverables for compliance with the performance work statement and terms of contract. Conduct quality assurance surveillance for functional logistics support services of maintenance, supply, and transportation. Prepare the quality assurance surveillance schedule and reports. Serve as technical source of information to the contracting officer for re-solicitation and future acquisition strategy planning. Specialized Experience: One year of specialized experience which includes: 1) Performing quality assurance functions to monitor and/or evaluate contractor performance and/or the quality of finished products or services provided; 2) Preparing reports and/or correspondence to document findings related to contractor performance and/or quality of work produced; 3) Utilizing automated systems to enter, retrieve and/or maintain data for reports and/or briefings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09). - OR - Education: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. (NOTE: You must attach a legible copy of your transcripts.) - OR - Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a legible copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Contract Management Quality Assurance Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
