Quality Control Manager

The QCM needs to be familiar with operating a Quality Program for a service industry provider supporting a DOD Base Operations Services Contract. The QCM should have experience with Quality Management Systems (QMS), Lean methodologies, National Fire Protection Association (NFPA) codes and standards, International Building Code (IBC), National Electrical Code (NEC). The QC Manager is responsible for overall management of QC and must have the authority to act in all QC matters for the Contractor.

Responsibilities

Manage the quality control program – develop inspection checklists, develop audit schedules, validate work instructions and SOPs against PWS requirements, track and submit all required CDRLs, and supervise the quality specialist.

Manage customer satisfaction program: respond to customer complaints, conduct customer follow-up on work performed, track programs statistics.

Subject matter expert on quality management concerns: track USG QASP, meet with Government evaluators and COR, track all non-conformances and corrective action plans.

Develop metrics to track contract performance.

Utilize knowledge of IBC, NFPA, DoD Policies and Procedures, OSHA requirements, to ensure work is completed to standard and employees are working safely.

Act as an On-call Manager (after hour duty support) for emergency response.

Inspect subcontractor performance against SOW.

Develops contract specific deliverables

Other duties as assigned.

Qualifications

Must possess a High School Diploma or equivalent.

Must have at least 2 years of Quality Control/Quality Assurance surveillance experience in execution of a maintenance, manufacturing, or other service-related industry with at least 1 years in a decision making/supervisory capacity.

Experience in writing and executing Quality Surveillance Plan and schedules.

Able to read and interpret contractual documents and work statements.

Ability to develop presentations and reports on quality control activities.

Ability to follow written and verbal direction.

Ability to work with others and foster teamwork for employees engaged in maintenance administrative/clerical duties is required.

Must be able to fluently speak, read, and write the English language.

Strong organization skills.

Code inspection/enforcement experience a plus.

This role may require company vehicles to be driven.

This is an exempt position that reports directly to the PM. The QCM is responsible for the successful management of the Quality Control Plan. The QCM is responsible for managing all Contract Delivery Requirements List (CDRLs) submittals and will work directly with the COR and Government evaluators to address any nonconformance.

Completion of the course entitled Construction Quality Management for Contractors or ability to complete within 30 days of hire.

Completed the 30-hour OSHA Construction Safety course or ability to complete within 30 days of hire.

A comprehensive understanding of the USACE 3-Phase Quality Control System.

Construction management/inspection experience a plus.
