Job Description:

Parsons KAFD is looking for an amazingly talented Quality Specialist to join our team!

In this role, you will join a leading professional engineering, construction, and cost management team working on multiple projects in the King Abdullah Financial District (KAFD).  KAFD is a master plan development positioned to become Riyadh’s new Central Business District that combines a mixture of world-class commercial offices, hotels, retail spaces, and contemporary residences in addition to smart city solutions that redefine urban living.

Through sound skills and knowledge of Construction projects, the Quality Specialist will anticipate the need for Quality Procedures, organize the preparation of Quality Deliverables, and, together with the Contractor’s Quality Representative, review the Project Quality Plan and the need for tests to be included in the Inspection and test Plans and Test Reports for submission to the client.

Coordinates Quality Assurance/Quality Control matters, including administrative and supervisory responsibilities, involving all Quality activities on high-end finishes, Construction projects and/or programs, or functional areas to ensure that products or services provided by Contractors and Site Supervision Consultants are in accordance with Customer Quality requirements. This position provides leadership to Quality professionals and the development and implementation of Quality systems, procedures, and related Quality activities. Regularly interacts with senior-level representatives from various functional groups, including Construction Management, Design/Engineering, Commercial, HSE, and Project Control staff.

What You'll Be Doing:

Provides Parsons’ Quality Systems support using the ISO 9001:2015 Standard as the basis for process development and optimization, procedure development, data collection and reporting, and Quality Systems training.Performs independent audits in various areas (e.g., Engineering, Procurement, Fabrication, Construction, Operations, Maintenance, Project Management, Material Management, and Suppliers).Performs Quality Walkdown, Site surveys, Quality surveillance of supplier/vendor/contractor to ensure compliance to Employer’s Requirements.Reviews Design documents, Technical Documents, prepares checklists and agendas for audit, performs audits and assessments of performance, conducts pre- and post-audit meetings/interviews, and prepares final audit reports in a timely manner.Analyzes findings/issues/non-conformances identified during audits to determine Corrective Actions and identify Improvement Opportunities. The analysis includes all available oversight results, both internal and external, and trending data.Supports and promotes uniform Parsons’ Corrective Action/ Preventive Action and Non- conformance tracking program to assure unified, global system to include tracking of NCR’s, CAR’s, Audit Findings, etc.Assures audited activities meet Parsons’ Quality program and Client quality requirements.Promotes safety awareness, including adhering to safety rules and PPE requirements.Verifies that Parsons and customers’ Quality requirements comply with quality standards and quality program requirements for products and services provided.Review (and approve if required) from a quality perspective document prepared by internal or external organizations, such as quality manuals and procedures, technical deliverables, test plans and procedures, purchase orders, and subcontracts.Provide support to management for an interface on quality activities with internal or external organizations (customers, suppliers, subcontractors, and others).Performs statistical process control. Perform other responsibilities associated with this position as appropriate.

What Required Skills You'll Bring:

Bachelor's Degree in Engineering, Architecture, or Quality discipline and typically 8+ years of related work experience in the field of Quality. Lead Auditor certification (ISO 9001:2015) or ASQ certification (CMQ/OE, CQA, or CQE).

What Desired Skills You'll Bring:

Membership in a nationally recognized Quality organization. Professional Engineer registration. Other related certifications may include, but are not limited to, IRCA-certified Lead Auditor. Possesses working knowledge of more than one area of industry, such as Hospitality, Government buildings, high-rise office towers, airports, and retail.It requires knowledge of quality management practices, processes, and current technology.Requires experience with quality management systems and standards specified by ISO 9000:2015 and similar organizations.Requires the ability to communicate clearly, conduct presentations to management, and interface effectively with a diverse group of professionals.Ability to analyze Bill of Quantities (BOQ) and Contractual Clauses as per FIDIC.Excellent interpersonal skills to work with other departments tactfully and effectively.Excellent written and verbal communication, analytical, problem-solving, and risk assessment skills.Computer proficiency with working knowledge of Microsoft Office Products, including Word, Excel, PowerPoint, Access, and Visio. Project Planning skills are essential.Excellent attention to detail.
