Job Description:
Parsons is looking for an amazingly talented Quantity Surveyor to join our team! In this role you will get to perform a variety of QS activities (individual or as part of a team) on an assigned project/program. The QS at this level has experience in applying standard estimating practices, techniques processes and procedures, and demonstrates familiarity in applying company policies and assigned project/program practices and procedures. Typical responsibilities are focused on a variety of ancillary estimating tasks. Although the incumbent may perform some higher level estimating assignments, this work does not encompass a sufficient amount of his/her time to warrant exempt status.
What You'll Be Doing:
Assist in all matters relating to the commercial and contractual aspects of the project.
Good reporting skills.
Participate and assist in the preparation of the minutes of the progress meetings.
Provide support on all financial and contractual matters throughout the course of the work in the project.
Participate in all commercial meetings.
Liaise with others to review Interim Payment Applications and process Payment Certificates and submit to PMC.
Maintain and streamline all cost and quantity records.
Advise on measurement procedures and calculation of interim and final quantities.
Evaluate the unit rates for new work items and present for review.
Participate in recording the details and monitor the day works recording and process.
Identify and record potential Variations. Review Variation applications submitted by the Contractor and evaluate cost impacts, liaise with Contractor’s commercial team, negotiate the rates and values.
Prepare Engineer’s Recommendation for Variations including compiling all relevant documentation, recommendation report/narration, Engineer’s commercial evaluation, etc.
Liaise with the PMC/Employer commercial team for providing enhanced clarifications and/or justifications on the recommended Variations.
Prepare and update the Potential Variation/Variation Log.
Prepare and update the Interim Payment Certification Log.
Ensure completeness and validity of all contractual requirements.
Prepare financial statements for the monthly report.
Manage the payment process for Contractors.
Remeasure and determine the value of work done at Statement at Completion and Final Statement.
Monitor contractors final cost estimates.
Participate in the preparation of Final Account with all supporting documentation.
Review the monthly attendance sheet of the Supervision team and ensure correctness of Supervision Fee Invoice, prior to submit for the Employer approvals.
Assist the Commercial Contracts Manager to provide and update the information for the Cost Reports.
Assist the Commercial Contracts Manager for any commercial/contractual matters.
What Required Skills You'll Bring:
Demonstrable experience in Quantity Surveying and Contract Administration on major Building projects, preferably with KSA experience
Familiar with POMI & NRM methods of measurement.
Bachelor’s degree (Or equivalent) in Quantity Surveying with a minimum of 8 years experience.
Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.
Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills.
What Desired Skills You'll Bring:
Ability to perform standard estimating activities typical to the engineering and construction industry is required.
In addition, good written and verbal communication skills, familiarity with company and project procedures and practices.
A familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is preferred.
Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications.
