**Quantity Surveyor/Project Controls – Transmission and Distribution Projects**
**Job Overview**
POWER is seeking an experienced and highly motivated Quantity Surveyor to join our team in Toronto, focusing on Hydro One Transmission and Distribution projects. The Quantity Surveyor will be responsible for the cost management, procurement, and contract administration of various projects related to Hydro One’s transmission and distribution network expansion and maintenance. The successful candidate will ensure accurate cost estimations, effective budget management, and timely project delivery, contributing to the efficient operation of Hydro One’s infrastructure.
**Key Responsibilities:**
1. Cost Estimation & Budgeting:
2. Prepare detailed cost estimates and budgets for Transmission and Distribution projects.
3. Analyze project requirements and develop accurate cost plans based on specifications, drawings, and historical data.
4. Assess risks and provide cost-effective solutions for project delivery.
5. Procurement & Contract Management:
6. Assist in the procurement process, including tendering, supplier evaluations, and preparing contract documents.
7. Negotiate and manage contracts with vendors, subcontractors, and suppliers.
8. Monitor and review contracts to ensure compliance with terms, budgets, and schedules.
9. Cost Control & Financial Reporting:
10. Track and monitor project costs, ensuring that they align with approved budgets.
11. Produce periodic cost reports and forecasts, highlighting potential variances and suggesting corrective actions.
12. Provide detailed financial analysis to support decision-making and ensure cost efficiency.
13. Project Support & Risk Management:
14. Provide on-site support to project managers to ensure that cost-related issues are addressed in a timely manner.
15. Review change orders, variations, and claims to assess financial impact and provide recommendations.
16. Identify and assess project risks, including cost overruns, and work on mitigation strategies.
17. Collaboration & Communication:
18. Work closely with project managers, engineers, and other stakeholders to ensure projects are delivered on time and within budget.
19. Maintain strong relationships with suppliers, contractors, and other external parties.
20. Participate in project meetings and communicate updates on project costs, risks, and timelines.
21. Compliance & Documentation:
22. Ensure compliance with all applicable regulations, standards, and company policies.
23. Prepare and maintain accurate records of all cost-related documents and communications.
24. Assist with audits and provide documentation as required.
**Qualifications:**
+ Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
+ Certification with professional bodies (e.g., RICS, CIQS) is an asset.
+ Minimum of 5 years of experience as a Quantity Surveyor, with a strong focus on Transmission and Distribution projects, ideally within the utilities or infrastructure sector.
+ Skills:
+ Proficient in cost estimation, budgeting, and financial analysis for large-scale infrastructure projects.
+ Strong knowledge of contract law, procurement processes, and construction methodologies.
+ Familiarity with project management software (e.g., Procore, MS Project) and advanced Excel skills.
+ Strong problem-solving skills and the ability to make informed decisions under pressure.
+ Excellent communication and negotiation skills, with the ability to work collaboratively across teams.
