Job DescriptionThe candidate for this position will be a RF Mobility Systems Engineer Project Manager on the St. Elizabeth’s campus. The responsibilities of this position include:
Must have great, customer-focused, team-oriented communications and consultative skills, be highly accountable, be self-directed and productive with strong work ethic.Wireless Requirements and Architecture development, CONOPs development, Design, System Development, Integration/Test, and Implementation tasks using the DHS System Engineering LifeCycle (SELC) model.Research, design, test, and evaluate new technologies and solutions. Maintain an organization-wide view of current and future business and architecture to provide solutions that integrate into the overall architectural vision and strategy,Document and communicate architecture, estimates, and implementation plans to program stakeholdersDevelop weekly reports on network health including CellDas and LMR system status.Experience with multi-vendor RF equipment.The duties include technical planning, Requirement’s analysis, trade studies (including defining the trade space for the team), scope control, cost and risk management (able to manage a risk profile and design and execute effective mitigation strategies), and supportability analyses to convert customer needs into total systems solutions that acknowledge technical, schedule, and cost constraints.Work within the SELC system engineering process through the development and implementation of technical metrics.Design and develop RF mobility systems, including cellular DAS (Distributed Antenna Systems), Wi-Fi, and private LTE/5G networks.Perform site surveys, coverage analysis, and spectrum planning to ensure optimal network performance.Develop technical documentation, including system designs, installation guides, and test procedures.Conduct RF testing, validation, and troubleshooting to ensure system reliability and performance.Optimize system configurations based on performance data, including link budgets, interference mitigation, and PIM (Passive Intermodulation) analysis.Utilize tools like iBwave, TEMS, or similar RF planning and simulation software.Work closely with project managers, vendors, and stakeholders to deliver solutions on time and within budget.Support cross-functional teams in integrating RF systems with existing IT infrastructure.Provide training and documentation for operational teams on RF system usage and maintenance.Ensure all RF systems comply with FCC, ITU, and industry standards.Stay up-to-date with advancements in wireless technologies and regulatory changes.Monitor and diagnose RF network issues, including signal degradation and interference.•Develop preventative maintenance schedules and corrective actions to minimize downtime.Collaborate with third-party vendors for equipment support and upgrades.Requires the candidate to perform analyses which are performed at all levels of the total system product to include: concept, design, development, integration/test, and implementation. The ability to work within a formal development process, a desire to work with both COTS and new technologies and experience with communication system development projects is required.Education/Equivalent
Bachelor’s Degree in Computer Science or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
Experience
8-10 years of demonstrated results in the field of Systems Engineering on large scale wireless communication networks. Demonstrated past experience with excellent communication skills and ability to work in a team environment is required. Areas of knowledge and experience to apply to this systems engineering position include: application, adaptation, and augmentation of Commercial Off The Shelf (COTS) wireless products to meet Government system requirements; understanding of networks and radio equipment, including Land Mobile Radio (LMR) and Project 25 standards, Wireless Local Area Networks (WLAN) and IEEE 802.11 standards, and Distributed Antenna Systems (DAS) for commercial mobile radio; understanding of wireless principles and fundamentals including radio frequency propagation and coverage reliability prediction; understanding of Secure But Unclassified (SBU) methodology.
