AGENCY MISSION:
The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.
Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. The Division of Housing Stabilization (DHS) oversees programs providing shelter and support services to eligible families/individuals and individuals who are experiencing homelessness.
OVERVIEW OF ROLE:
The RAFT and HCEC Program Coordinator is part of a team responsible for monitoring performance and providing trainings and technical assistance to housing organizations in their administration of the Residential Assistance for Families in Transition (RAFT) and Housing Consumer Education Center (HCEC) programs. The Coordinator manages a portfolio of Regional Administering Agencies (RAAs) and works closely with RAFT and HCEC staff and leadership at those organizations to ensure effective program delivery. The Coordinator must remain up to date on program policies and guidance and work with RAAs and stakeholders to implement program guidance and monitor performance.
This position will report to the RAFT and HCEC Technical Assistance Supervisor.
DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):
1) Technical Assistance and Training
· Provide direct “hands on” technical assistance to RAAs’ RAFT and HCEC staff to improve operational performance
· Identify training and/or deeper technical assistance needs among the RAAs (individually and statewide) and coordinate with others to conduct trainings and implement agency-specific technical assistance plans.
· Assist in conducting presentations with external stakeholders.
· Coordinate and implement changes to RAFT and HCEC policies and guidance, as requested.
· Disseminate guidance to the RAAs, stakeholders, and the public, as requested.
2) Program Monitoring
· Conduct program monitoring reviews with RAAs to ensure appropriate administration of funding, as well as compliance with programmatic guidance and regulations.
3) Tier One Technical Support
· Support the implementation of the End to End case management system, including answering basic user questions, triaging more complex questions to the appropriate DHCD/vendor staff, and supporting compliance with data entry requirements.
4) Contract Preparation
· Prepare documents for annual contracts with RAAs and for contract amendments, as needed.
5) Reports
· Assist the Database Management Specialist with data review and analysis, including production of reports for internal and external use.
PREFERRED QUALIFICATIONS:
1. Knowledge of housing programs and resources, with particular emphasis on local, state and/or federal homelessness prevention and/or rapid rehousing programs, rental assistance, supportive housing, and/or transitional housing.
2. Familiarity with DHCD programs such as RAFT, HCEC, Emergency Assistance, HomeBASE and/or other DHCD rental assistance programs.
3. Experience working with non-profit agencies.
4. Experience or knowledge of grant/contract compliance.
5. Experience in conducting program audits/monitoring.
6. At least intermediate proficiency in using Microsoft Word and Excel to produce documents and reports.
7. Ability to provide guidance to diverse groups and elicit support and cooperation.
8. Excellent written and oral communication skills.
9. Ability to analyze extensive reporting requirements for contracting agencies and coordinate implementation.
10. Ability to take initiative, work effectively independently with little supervision and in a team setting.
11. Travel across the state may be required after the pandemic ends. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.
