Rail Project Specialist (Administrator V)

*Position Summary* Collaborate with MassDOT staff and other consultants in prioritizing, planning, scheduling and implementation of Rail and Transit Division capital improvement projects throughout the Commonwealth of Massachusetts *Duties and Responsibilities* * General engineering services and construction management services as requested / required by the Rail and Transit Division. * Work with MBTA, Keolis, CSX and other agencies on behalf of MassDOT to ensure cooperation and further the Rail and Transit Division’s agenda. * Collaborate with MassDOT staff and other consultants in preparing bid documents and RFPs (plans, specifications, front end, etc.) for solicitation of services through MassDOT CommBuys or through MassDOT’s tenant railroads. * Review submitted bids / proposals to identify lowest, qualified responsive bidders for MassDOT capital improvement projects. * Meet with contractors and coordinate execution of project work scopes including field inspection of contracted work and Q/A – Q/C oversight. * Perform various administrative functions for project invoicing, review, payment approval and maintenance of files associated with billing, payments and project close-out. * Act as liaison between MassDOT and various parties performing work under the FHWA Section 130 grade crossing safety program and IRAP grants; inspection of work and recommendations for payment under the Section 130 and IRAP projects. * Act as liaison between MassDOT and various tenant railroads to facilitate capital improvement, preventive / corrective maintenance and Lease and Operating Agreement compliance. * Work with asset management staff to identify and evaluate MassDOT real property and infrastructure. * Work with various municipalities public works, conservation and administrative staff on behalf of MassDOT to facilitate a cooperative environment. * Interpret and evaluate FRA compliance requirements and various test data for MassDOT’s tenant railroads. * Perform other functions as requested by MassDOT to ensure that MassDOT’s mission is carried out and its standing as a government agency is not compromised in any way. Preferred Qualifications * Deep knowledge of rail project development and delivery. * Experience negotiating railroad agreements, including familiarity with Amtrak policy and processes. * Experience with railroad cost allocation, particularly the Northeast Corridor Commuter and Intercity Rail Cost Allocation Policy and the State-Amtrak Intercity Passenger Rail Cost Allocation Policy. * Knowledge of the New England rail transportation network. * Excellent written and oral communication skills. *Pre-Hire Process * A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references. ** *About MassDOT* The 4,000 employees ofMassachusetts Department of Transportation (MassDOT)take great pride in connecting the Commonwealth’s residents and communities.
